  1  4 PROHIBITING CERTAIN LOBBYING ACTIVITIES OF STATE AGENCIES AND
  1  5    PROVIDING A PENALTY.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  9    Section 1.  NEW SECTION.  68B.8  LOBBYING ACTIVITIES BY
  1 10 STATE AGENCIES.
  1 11    A state agency of the executive branch of state government
  1 12 shall not use or permit the use of its public funds for a paid
  1 13 advertisement or public service announcement thirty days prior
  1 14 to or during a legislative session for the purpose of
  1 15 encouraging the passage, defeat, approval, or modification of
  1 16 a bill that is being considered or was considered during the
  1 17 previous legislative session, by the general assembly.
  1 18    Sec. 2.  Section 68B.25, Code 2007, is amended to read as
  1 19 follows:
  1 20    68B.25  ADDITIONAL PENALTY.
  1 21    In addition to any penalty contained in any other provision
  1 22 of law, a person who knowingly and intentionally violates a
  1 23 provision of sections 68B.2A through 68B.7 68B.8, sections
  1 24 68B.22 through 68B.24, or sections 68B.35 through 68B.38 is
  1 25 guilty of a serious misdemeanor and may be reprimanded,
  1 26 suspended, or dismissed from the person's position or
  1 27 otherwise sanctioned.
