House File 2197 - Enrolled PAG LIN 1 1 HOUSE FILE 2197 1 2 1 3 AN ACT 1 4 RECOMMENDING INSTITUTIONS OF HIGHER LEARNING TO PROVIDE 1 5 STUDENTS WITH SPECIFIC TEXTBOOK INFORMATION. 1 6 1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 8 1 9 Section 1. NEW SECTION. 261.7 TEXTBOOK NOTICE == 1 10 LEGISLATIVE INTENT AND RECOMMENDATION. 1 11 1. In order to promote consumer choice and lower the costs 1 12 of textbooks in higher education, the general assembly intends 1 13 that students enrolled in institutions of higher learning have 1 14 access to appropriate textbook information prior to the start 1 15 of classes, with adequate time to pursue alternative purchase 1 16 avenues. 1 17 2. The general assembly recommends that every public and 1 18 private institution for higher education in this state, 1 19 including those institutions referenced in chapters 260C and 1 20 262 and section 261.9, post the list of required and suggested 1 21 textbooks for all courses and the corresponding international 1 22 standard book numbers for such textbooks at least fourteen 1 23 days before the start of each semester or term, to the extent 1 24 possible, at the locations where textbooks are sold on campus 1 25 and on the web site for the respective institution for higher 1 26 education. 1 27 3. The college student aid commission is directed to 1 28 convey the legislative intent and recommendation contained in 1 29 this section to every institution for higher education in the 1 30 state registered pursuant to chapter 261B at least once a 1 31 year. 1 32 1 33 1 34 1 35 PATRICK J.
