  1  4 RELATING TO A PILOT PROJECT FOR DEMENTIA=SPECIFIC CARE
  1  5    ALTERNATIVES.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  9    Section 1.  DEMENTIA=SPECIFIC CARE ALTERNATIVES == PILOT
  1 10 PROJECT.
  1 11    1.  The department of inspections and appeals, in
  1 12 cooperation with department of elder affairs in consultation
  1 13 with representatives of the affected industry, shall implement
  1 14 a pilot project for dementia=specific alternative living.
  1 15    2.  The department of inspections and appeals, in
  1 16 cooperation with department of elder affairs in consultation
  1 17 with representatives of the affected industry, shall adopt
  1 18 rules for the pilot project which allow for an environment
  1 19 that is similar to group home living, but which, at a minimum,
  1 20 require compliance with life safety code requirements
  1 21 commensurate with the level of care required for, and frailty
  1 22 of, the population being served.
  1 23    3.  The department of inspections and appeals shall limit
  1 24 the number of projects in the pilot project to two.  The
  1 25 projects shall be based on measurable outcomes as defined by
  1 26 the department of inspections and appeals, in cooperation with
  1 27 the department of elder affairs in consultation with
  1 28 representatives of the affected industry.  The projects shall
  1 29 be subject to an objective third=party evaluation and an
  1 30 institutional review board using the human services protocol.
  1 31    4.  The projects shall each be limited to three years in
  1 32 duration.  Upon completion of the three=year period, the human
  1 33 services protocol review, and the third=party evaluation, the
  1 34 department of inspections and appeals, in cooperation with the
  1 35 department of elder affairs in consultation with
  2  1 representatives of the affected industry, shall submit a
  2  2 report to the general assembly, which shall include but is not
  2  3 limited to all of the following:
  2  4    a.  The results of the human services protocol review.
  2  5    b.  The conclusion of the third=party evaluation of the
  2  6 effectiveness of the dementia=specific care alternative.
  2  7    c.  Based upon the third=party evaluation, a comparison of
  2  8 the effectiveness of the dementia=specific care alternative to
  2  9 current dementia=specific assisted living and dementia=
  2 10 specific nursing facilities.
  2 11    d.  Recommendations for immediate and long=range steps to
  2 12 be taken.
  2 13    e.  Any recommendations for legislation necessary to
  2 14 implement the work of the pilot project.
