<?xml version="1.0" encoding="UTF-8"?><slim:Document xmlns:slim="urn:legix:slim" xmlns:xhtml="http://www.w3.org/1999/xhtml" xmlns:atipl="http://www.arbortext.com/namespace/PageLayout" class="codeChapter" id="chp84B" name="84B"><slim:About class="header"><slim:Property type="string" name="taskInfo">25:6C439B8A-E7E0-4F80-A906-0AFB7422A755</slim:Property><slim:Property type="string" name="version"/></slim:About><slim:TOC><slim:Item idref="sec84B.1" title="84B.1   Workforce development system."/><slim:Item idref="sec84B.2" title="84B.2   Workforce development centers."/><slim:Item idref="sec84B.3" title="84B.3   Workforce development centers  location."/></slim:TOC><slim:Body><slim:Level class="codeChapter" id="chp84B"><slim:Heading class="heading"><xhtml:span class="identifier">84B</xhtml:span><xhtml:span class="headnote">WORKFORCE DEVELOPMENT CENTERS</xhtml:span></slim:Heading><slim:Section class="codeSection" id="sec84B.1"><xhtml:div class="heading"><xhtml:span class="identifier">84B.1</xhtml:span><xhtml:span class="headnote">Workforce development system.</xhtml:span></xhtml:div><xhtml:p class="para">The departments of workforce development, education, health and human services, and corrections, the economic development authority, the division of Iowa vocational rehabilitation services of the department of workforce development, and the department for the blind shall collaborate where possible under applicable state and federal law to align workforce development programs, services, and activities in an integrated workforce development system in the state and in each local workforce development area that is data driven and responsive to the needs of workers, job seekers, and employers. The departments, authority, and division shall also jointly establish an integrated management information system for linking workforce development programs within local workforce development systems and in the state.</xhtml:p><xhtml:div class="history"><xhtml:div class="historyItem"><xhtml:span class="iowaActsRef">2016 Acts, ch 1118, §13, 21</xhtml:span>; <xhtml:span class="iowaActsRef">2023 Acts, ch 19, §50</xhtml:span></xhtml:div></xhtml:div><xhtml:div class="footnotes"/></slim:Section><slim:Section class="codeSection" id="sec84B.2"><xhtml:div class="heading"><xhtml:span class="identifier">84B.2</xhtml:span><xhtml:span class="headnote">Workforce development centers.</xhtml:span></xhtml:div><xhtml:p class="para">The department of workforce development, in consultation with the departments of education, health and human services, and corrections, the economic development authority, the division of Iowa vocational rehabilitation services of the department of workforce development, and the department for the blind shall establish guidelines for colocating state and federal employment and training programs in centers providing services at the local level. The centers shall be known as workforce development centers. The guidelines shall provide for local design and operation within the guidelines. The core services available at a center shall include but are not limited to all of the following:</xhtml:p><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">1</xhtml:span><xhtml:span class="headnote">Information.</xhtml:span></xhtml:div><xhtml:p class="para">Provision of information shall include labor exchange and labor market information as well as career guidance and occupational information. Training and education institutions which receive state or federal funding shall provide to the centers consumer-related information on their programs, graduation rates, wage scales for graduates, and training program prerequisites. Information from local employers, unions, training programs, and educators shall be collected in order to identify demand industries and occupations. Industry and occupation demand information should be published as frequently as possible and be made available through centers.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">2</xhtml:span><xhtml:span class="headnote">Assessment.</xhtml:span></xhtml:div><xhtml:p class="para">Individuals shall receive basic assessment regarding their own skills, interests, and related opportunities for employment and training. Assessments are intended to provide individuals with realistic information in order to guide them into training or employment situations. The basic assessment may be provided by the center or by existing service providers such as community colleges or by a combination of the two.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">3</xhtml:span><xhtml:span class="headnote">Training accounts.</xhtml:span></xhtml:div><xhtml:p class="para">Training accounts may be established for both basic skill development and career and technical training. There shall be no training assistance or limited training assistance in those training areas a center has determined are oversupplied or are for general life improvement.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">4</xhtml:span><xhtml:span class="headnote">Referral to training programs or jobs.</xhtml:span></xhtml:div><xhtml:p class="para">Based upon individual assessments, a center shall provide individuals with referrals to other community resources, training programs, and employment opportunities.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">5</xhtml:span><xhtml:span class="headnote">Job development and job placement.</xhtml:span></xhtml:div><xhtml:p class="para">A center shall be responsible for job development activities and job placement services. Each workforce development center shall also maintain a presence, through satellite offices or electronic means, in each county located within that service delivery area. For purposes of <xhtml:span class="iowaCodeRef">this section</xhtml:span>, <xhtml:span class="term">“service delivery area”</xhtml:span> means the area included within a merged area, as defined in <xhtml:span class="iowaCodeRef">section 260C.2</xhtml:span>, realigned to the closest county border as determined by the department of workforce development. However, if the state workforce development board determines that an area of the state would be adversely affected by the designation of the service delivery areas by the department, the department may, after consultation with the applicable local workforce development boards and with the approval of the state workforce development board, make accommodations in determining the service delivery areas, including but not limited to the creation of a new service delivery area.
