<?xml version="1.0" encoding="UTF-8"?><slim:Document xmlns:slim="urn:legix:slim" xmlns:xhtml="http://www.w3.org/1999/xhtml" xmlns:atipl="http://www.arbortext.com/namespace/PageLayout" class="codeChapter" id="chp7F" name="7F"><slim:About class="header"><slim:Property type="string" name="version"/></slim:About><slim:TOC><slim:Item idref="sec7F.1" title="7F.1   Office for state-federal relations."/></slim:TOC><slim:Body><slim:Level class="codeChapter" id="chp7F"><slim:Heading class="heading"><xhtml:span class="identifier">7F</xhtml:span><xhtml:span class="headnote">OFFICE FOR STATE-FEDERAL RELATIONS</xhtml:span></slim:Heading><slim:Section class="codeSection" id="sec7F.1"><xhtml:div class="heading"><xhtml:span class="identifier">7F.1</xhtml:span><xhtml:span class="headnote">Office for state-federal relations.</xhtml:span></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">1</xhtml:span><xhtml:span class="headnote">Purpose.</xhtml:span></xhtml:div><xhtml:p class="para">The purpose of <xhtml:span class="iowaCodeRef">this section</xhtml:span> is to establish, as an independent agency, an office for state-federal relations which will develop a nonpartisan state-federal relations program accessible to all three branches of state government.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">2</xhtml:span><xhtml:span class="headnote">Definition.</xhtml:span></xhtml:div><xhtml:p class="para">As used in <xhtml:span class="iowaCodeRef">this section</xhtml:span>, unless the context otherwise requires, <xhtml:span class="term">“office”</xhtml:span> means the office for state-federal relations established pursuant to <xhtml:span class="iowaCodeRef">this section</xhtml:span>.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">3</xhtml:span><xhtml:span class="headnote">Office established.</xhtml:span></xhtml:div><xhtml:p class="para">A state-federal relations office is established as an independent agency. The office shall be attached to the office of the governor for administrative purposes and shall be administered by the director of the office who is appointed by the governor, subject to confirmation by the senate, and who serves at the pleasure of the governor. The office and its personnel are exempt from the merit system provisions of <xhtml:span class="iowaCodeRef">chapter 8A, subchapter IV</xhtml:span>.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">4</xhtml:span><xhtml:span class="headnote">Office duties.</xhtml:span></xhtml:div><xhtml:p class="para">The office shall:</xhtml:p><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">a</xhtml:span></xhtml:div><xhtml:p class="para">Coordinate the development of Iowa’s state-federal relations efforts which shall include an annual state-federal program to be presented to Iowa’s congressional delegation, the sponsorship of training sessions for state government officials, and the maintenance of a management information system.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">b</xhtml:span></xhtml:div><xhtml:p class="para">Provide state government officials with greater access to current information on federal legislative and executive actions affecting state government.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">c</xhtml:span></xhtml:div><xhtml:p class="para">Advocate federal policies and positions which benefit the state or are important to state government.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">d</xhtml:span></xhtml:div><xhtml:p class="para">Monitor federal budget policies and assistance programs and assess their impact on the state.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">e</xhtml:span></xhtml:div><xhtml:p class="para">Strengthen the working relationships between state government officials and Iowa’s congressional delegation.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">f</xhtml:span></xhtml:div><xhtml:p class="para">Improve the state’s ability to establish key contacts with federal officials, officials from other states, organizations, business groups, and professional associations in order to share information and form cooperative agreements.</xhtml:p></xhtml:div></xhtml:div><xhtml:div class="history"><xhtml:div class="historyItem"><xhtml:p class="p"><xhtml:span class="iowaActsRef">87 Acts, ch 233, §126</xhtml:span>; <xhtml:span class="iowaActsRef">2003 Acts, ch 145, §120</xhtml:span><xhtml:span class="iowaActsRef">2024 Acts, ch 1182, §169</xhtml:span></xhtml:p></xhtml:div></xhtml:div><xhtml:div class="footnotes"><xhtml:div class="footnote">Confirmation; see <xhtml:span class="iowaCodeRef">§2.32</xhtml:span></xhtml:div></xhtml:div></slim:Section></slim:Level></slim:Body></slim:Document>
