On or before January 20, the county auditor shall submit the request to the county board of supervisors. The board of supervisors may adjust the commission’s request and may make an appropriation for the county memorial hospital as provided in <xhtml:span class="iowaCodeRef">section 331.427, subsection 3</xhtml:span>, paragraph <xhtml:span class="i">“b”</xhtml:span>. For the purposes of public notice, the commission is a certifying board and is subject to the requirements of <xhtml:span class="iowaCodeRef">sections 24.3 through 24.5</xhtml:span>, <xhtml:span class="iowaCodeRef">sections 24.9 through 24.12</xhtml:span>, and <xhtml:span class="iowaCodeRef">section 24.16</xhtml:span>.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">3</xhtml:span></xhtml:div><xhtml:p class="para">The term of office of each member shall be three years, and any vacancies occurring in the membership shall be filled in the same manner as the original appointment.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">4</xhtml:span></xhtml:div><xhtml:p class="para">Commencing with the commissioners appointed to take office after January 1, 1952, the terms of office of the commissioners shall be staggered so that all commissioners’ terms will not end in the same year. Thereafter, the successors in each instance shall hold office for a term of three years or until a successor is appointed and qualified.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">5</xhtml:span></xhtml:div><xhtml:p class="para">The commissioners having the management and control of a memorial hospital shall, within ten days after their appointment, qualify by taking the usual oath of office, but no bonds shall be required of them. The commissioners shall organize by electing a chairperson, secretary, and treasurer. The secretary shall immediately report to the county auditor and county treasurer the names of the chairperson, secretary, and treasurer of the commission. The commission shall meet as necessary to adequately oversee the operation of the hospital. A majority of the commission members shall constitute a quorum for the transaction of business. The secretary shall keep a complete record of its proceedings. class="identifier">1</xhtml:span></xhtml:div><xhtml:p class="para">Any such memorial hall or building shall be given an appropriate name and shall be available so far as practical for the following purposes:</xhtml:p><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">a</xhtml:span></xhtml:div><xhtml:p class="para">The special accommodations of soldiers, sailors, marines, nurses, and other persons who have been in the military or naval service of the United States.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">b</xhtml:span></xhtml:div><xhtml:p class="para">For military headquarters, memorial rooms, library, assembly hall, gymnasium, natatorium, club room, and rest room.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">c</xhtml:span></xhtml:div><xhtml:p class="para">County or city hall offices for any county or municipal purpose, community house, recreation center, memorial hospital, and municipal coliseum or auditorium.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">d</xhtml:span></xhtml:div><xhtml:p class="para">Similar and appropriate purposes in general community and neighborhood uses, under the control and regulation of the custodians thereof.</xhtml:p></xhtml:div><xhtml:div class="letteredPara"><xhtml:div class="heading"><xhtml:span class="identifier">e</xhtml:span></xhtml:div><xhtml:p class="para">Athletic contests, sport and entertainment spectaculars, expositions, meetings, conventions and all food and beverage services incident thereto.</xhtml:p></xhtml:div></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">2</xhtml:span></xhtml:div><xhtml:p class="para">The term <xhtml:span class="i">“memorial hall”</xhtml:span> or <xhtml:span class="term">“memorial building”</xhtml:span> as in <xhtml:span class="iowaCodeRef">this chapter</xhtml:span> provided shall also mean and include such parking grounds, ramps, buildings or facilities as the commission may build, acquire by purchase or lease or gift to be used for purposes not inconsistent with the uses as set out in <xhtml:span class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">1</xhtml:span></xhtml:div><xhtml:p class="para">In any case of funds heretofore raised or in the process of being raised, by tax levy or other provision of law heretofore existing, for any of the purposes provided by <xhtml:span class="iowaCodeRef">this chapter</xhtml:span>, the board of supervisors or the city council, as the case may be, shall cause such funds to be used and applied to all intents and purposes for the acquisition of necessary ground and the purchase, erection, construction or reconstruction and equipment of such monument or memorial building in the same manner and to the same extent as if such funds had been raised for said purpose by a bond issue, as provided in <xhtml:span class="iowaCodeRef">this chapter</xhtml:span>, and all the provisions of <xhtml:span class="iowaCodeRef">this chapter</xhtml:span> shall apply to said funds.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">2</xhtml:span></xhtml:div><xhtml:p class="para">All other provisions of <xhtml:span class="iowaCodeRef">this chapter</xhtml:span> shall apply to any monument or memorial heretofore constructed or hereafter constructed from funds raised under any provision of law heretofore existing.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">3</xhtml:span></xhtml:div><xhtml:p class="para">In all cases covered by <xhtml:span class="iowaCodeRef">this section</xhtml:span>, the taking effect of <xhtml:span class="iowaCodeRef">this chapter</xhtml:span> shall fix the time for the selection and appointment of the commissioners to all intents and purposes the same as an election on the proposition to erect a memorial building or monument, as provided in <xhtml:span class="iowaCodeRef">this memorial buildings or monuments and suitable ground and equipment therefor, and the maintenance thereof, providing the council of such city and the board of supervisors of such county or the township trustees can so agree, but in cases where commissioners have already been appointed under <xhtml:span class="iowaCodeRef">section 37.9</xhtml:span>, such agreement shall be between such commissioners, but if only one of such parties has appointed commissioners, then such agreement shall be between the commissioners already appointed and the council of such city or the board of supervisors of such class="iowaCodeRef">this chapter</xhtml:span>, additions for hospital purposes, and nursing homes to be operated in conjunction with the hospital may be erected or acquired by following the procedure outlined in <xhtml:span class="iowaCodeRef">chapter 347</xhtml:span> and by issuing general county purpose bonds in accordance with <xhtml:span class="iowaCodeRef">sections 331.441 through 331.449</xhtml:span>, with the commissioners acting in the same manner and fashion as the hospital trustees under <xhtml:span class="iowaCodeRef">chapter 347</xhtml:span>, and with the procedure in
