The diploma shall be issued to qualified individuals who successfully pass the civics test as set forth in <xhtml:span class="iowaCodeRef">section 280.9A</xhtml:span>, and demonstrate competence in all of the following core areas: reading, language arts, literacy, mathematics, science, and social studies.</xhtml:p><xhtml:div class="history"><xhtml:div class="historyItem"><xhtml:p class="p">[C66, 71, 73, 75, 77, 79, <xhtml:span class="iowaCodeRef">81, §259A.1</xhtml:span>]</xhtml:p></xhtml:div><xhtml:div class="historyItem"><xhtml:span class="iowaActsRef">2006 Acts, ch 1152, §29</xhtml:span>; <xhtml:span class="iowaActsRef">2013 Acts, ch 88, §9</xhtml:span>; <xhtml:span class="iowaActsRef">2017 Acts, ch 85, §1, 5</xhtml:span>; <xhtml:span class="iowaActsRef">2025 Acts, ch 103, §4</xhtml:span></xhtml:div></xhtml:div><xhtml:div class="footnotes"><xhtml:div class="footnote">Section amended</xhtml:div></xhtml:div></slim:Section><slim:Section class="codeSection" id="sec259A.2"><xhtml:div class="heading"><xhtml:span class="identifier">259A.2</xhtml:span><xhtml:span class="headnote">Application requirements.</xhtml:span></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">1</xhtml:span></xhtml:div><xhtml:p class="para">Every applicant shall have attained the age of eighteen years, have not graduated from high school, and not be currently enrolled in a secondary school. </xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">2</xhtml:span></xhtml:div><xhtml:p class="para">An applicant is not eligible for a high school equivalency diploma until after the class in which the applicant was enrolled has graduated from high school.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">3</xhtml:span></xhtml:div><xhtml:p class="para">Application shall be made to a high school equivalency program or testing center approved by the department of education, accompanied by an application fee in an amount prescribed by the department.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">4</xhtml:span></xhtml:div><xhtml:p class="para">Test scores shall be forwarded by the scorer of the test to the department of education.</xhtml:p></xhtml:div><xhtml:div class="subsection"><xhtml:div class="heading"><xhtml:span class="identifier">5</xhtml:span></xhtml:div><xhtml:p class="para">Evidence that an applicant demonstrates competence as required under <xhtml:span class="iowaCodeRef">section 259A.1</xhtml:span> shall be made available to the department of education by the high school equivalency program for verification purposes.</xhtml:p></xhtml:div><xhtml:div class="history"><xhtml:div class="historyItem"><xhtml:p class="p">[C66, 71, 73, 75, 77, 79, <xhtml:span class="iowaCodeRef">81, §259A.2</xhtml:span>]</xhtml:p></xhtml:div><xhtml:div class="historyItem"><xhtml:span class="iowaActsRef">2013 Acts, ch 88, §10</xhtml:span>; <xhtml:span class="iowaActsRef">2017 Acts, ch 85, §2, 5</xhtml:span></xhtml:div></xhtml:div></slim:Section><slim:Section class="codeSection" id="sec259A.3"><xhtml:div class="heading"><xhtml:span class="identifier">259A.3</xhtml:span><xhtml:span class="headnote">Notice and fee.</xhtml:span></xhtml:div><xhtml:p class="para">Any applicant who has demonstrated competence in the core areas under standards adopted by the state board of education pursuant to <xhtml:span class="iowaCodeRef">section 259A.5</xhtml:span> shall be issued a high school equivalency diploma by the department of education upon payment of an additional amount determined in rules adopted by the state board of education to cover the actual costs of the production and distribution of the diploma. The treasurer of state shall be custodian of the funds paid to the department and shall disburse the same on vouchers audited as provided by law.
