1009:679E3535-4985-44FE-B58D-3830EEEA502E10/19/2023 14:5717241DISPLACED HOMEMAKERS241.1Definitions.As used in this chapter, unless the context otherwise requires:1“Department” means the department of health and human services.2“Director” means the director of health and human services.3“Displaced homemaker” means an individual who meets all of the following criteria:aHas worked principally in the home providing unpaid household services for family members.bIs not gainfully employed.cHas had, or would apparently have, difficulty finding appropriate paid employment.dHas been dependent on the income of another family member but is no longer supported by that income, is or has been dependent on government assistance, or is supported as the parent of a child who is sixteen or seventeen years of age.[C81, §241.1]83 Acts, ch 96, §157, 1592023 Acts, ch 19, §788241.2Application for designation and funding as a provider of services for displaced homemakers.1Upon receipt of state or federal funding designated to assist displaced homemakers, a public or private nonprofit group may apply to the director for designation and funding as a provider of services to displaced homemakers. The application shall be submitted on a form prescribed by the director and shall include all of the following:aA proposal for the establishment of a multipurpose service program for displaced homemakers which provides some or all of the following:1Job counseling specifically designed for a person entering or reentering the job market after a number of years as a homemaker.2Job training and placement services including but not limited to:aTraining programs for available jobs in the public and private sectors developed by working with public and private employers, taking into account the skills and job experiences of a homemaker.bAssistance in locating available employment for displaced homemakers, some of which may be in existing job training and placement programs.cUtilization of services of the state employment service, which shall cooperate with the department in locating employment opportunities.3Utilization of services of existing agencies and programs to provide information on and assistance with financial management, legal problems, and health care.4Utilization of services of existing agencies and programs to obtain educational services, including assistance in attaining high school equivalency diplomas and other courses which are of interest and benefit to displaced homemakers.5Outreach and information services with respect to public employment, education, health and unemployment assistance programs which are of interest and benefit to displaced homemakers.6Development and implementation of an educational program designed to promote public and professional awareness of the problems of displaced homemakers and of the availability of services for displaced homemakers.7Development and implementation of a counseling program providing emotional support by qualified personnel or peer groups or both.bA proposed budget.cAssurance by the applicant that the uniform method of data collection and program evaluation established by the director pursuant to section 241.3, subsection 1, paragraph “c”, will be implemented.dAny other information the director may require.2A public or private nonprofit group which receives designation as a provider of services to displaced homemakers under this chapter shall comply with all applicable department rules.[C81, §241.2]2009 Acts, ch 41, §263241.3Department powers and duties.1The director shall do all of the following:aDesignate and award grants for existing and pilot programs, pursuant to section 241.2, to provide services to displaced homemakers.bDesignate an existing department staff member to perform the duties set forth in section 241.6.cDesign and implement a uniform method of collecting data on displaced homemakers receiving services under this chapter and of evaluating funded programs.2The department shall consult and cooperate with the department of workforce development, the United States commissioner of social security administration, the department of education, and other persons in the executive branch of the state government as the department considers appropriate to facilitate the coordination of multipurpose service programs established under this chapter with existing programs of a similar nature.3The director, in carrying out the provisions of this chapter, may accept, use, and dispose of contributions of money, services, and property made available to the department by an agency or department of the state or federal government, or a private agency or individual.[C81, §241.3]86 Acts, ch 1245, §938; 96 Acts, ch 1186, §23; 2001 Acts, ch 61, §16; 2012 Acts, ch 1023, §31; 2023 Acts, ch 19, §789; 2024 Acts, ch 1170, §449241.4Reserved.241.5Reserved.241.6Project coordinator.The director shall appoint a project coordinator who shall administer appropriated funds, coordinate funded programs, and perform other duties the director assigns to the coordinator.[C81, §241.6]
