coordinating council. 1 (b) The moneys appropriated in this lettered paragraph 2 shall be used to support demonstration projects in watersheds 3 generally, including regional watersheds, as designated by the 4 division, and high-priority watersheds identified by the water 5 resources coordinating council. 6 (3) In supporting projects in watersheds and subwatersheds 7 as provided in subparagraph (2), all of the following apply: 8 (a) The demonstration projects must utilize water quality 9 practices as described in the latest revision of the document 10 entitled “Iowa Nutrient Reduction Strategy” initially presented 11 in November 2012 by the department of agriculture and land 12 stewardship, the department of natural resources, and Iowa 13 state university of science and technology. 14 (b) The division shall implement demonstration projects 15 as provided in subparagraph division (a) by providing 16 for participation by persons who hold a legal interest 17 in agricultural land used in farming. To every extent 18 practicable, the division shall provide for collaborative 19 participation by such persons who hold a legal interest in 20 agricultural land located within the same subwatershed. 21 (c) The division shall implement demonstration projects on 22 a cost-share basis as determined by the division. Except for 23 edge-of-field practices, the state’s share of the amount shall 24 not exceed 50 percent of the estimated cost of establishing the 25 practice as determined by the division or 50 percent of the 26 actual cost of establishing the practice, whichever is less. 27 (d) The demonstration projects shall be used to educate 28 other persons about the feasibility and value of establishing 29 similar water quality practices. The division shall promote 30 field day events for purposes of allowing interested persons to 31 establish water quality practices on such persons’ agricultural 32 land. 33 (e) The division shall conduct water quality evaluations 34 within supported subwatersheds. after accumulating information from such evaluations, the 1 division shall create an aggregated database of water quality 2 practices. Any information identifying a person holding a 3 legal interest in agricultural land or specific agricultural 4 land shall be a confidential record. 5 (4) The moneys appropriated in this lettered paragraph 6 shall be used to support education and outreach in a manner 7 that encourages persons who hold a legal interest in 8 agricultural land used for farming to implement water quality 9 practices, including the establishment of such practices in 10 watersheds generally, and not limited to subwatersheds or 11 high-priority watersheds. 12 (5) The moneys appropriated in this lettered paragraph 13 may be used to contract with persons to coordinate the 14 implementation of efforts provided in this lettered paragraph. 15 (6) The moneys appropriated in this lettered paragraph 16 may be used by the department to support urban soil and water 17 conservation efforts, which may include but are not limited 18 to management practices related to bioretention, landscaping, 19 the use of permeable or pervious pavement, and soil quality 20 restoration. The moneys shall be allocated on a cost-share 21 basis as provided in chapter 161A . 22 (7) Notwithstanding any other provision of law to the 23 contrary, the department may use moneys appropriated in this 24 lettered paragraph to carry out the provisions of this lettered 25 paragraph on a cost-share basis in combination with other 26 moneys available to the department from a state or federal 27 source. 28 (8) Not more than 10 percent of the moneys appropriated in 29 this lettered paragraph may be used for costs of administration 30 and implementation of the water quality initiative administered 31 by the division. 32 b. REVERSION. ends two years after the end of the fiscal year for which the 1 appropriation is made. CONTINGENT APPROPRIATION FROM REBUILD IOWA 6 INFRASTRUCTURE FUND TO TECHNOLOGY REINVESTMENT FUND. There is 7 appropriated from the rebuild Iowa infrastructure fund created 8 in section 8.57 to the department of management for the fiscal 9 year beginning July 1, 2026, and ending June 30, 2027, the 10 following amount for deposit in the technology reinvestment 11 fund created in section 8.57C, if 2026 Iowa Acts, House File 12 1028, is enacted: 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 26,314,315 14 Sec. 7. Section 8.57C, subsection 3, Code 2026, is amended 15 to read as follows: 16 3. a. There is appropriated from the general fund of 17 the state to the technology reinvestment fund for the fiscal 18 year beginning July 1, 2026 2027 , and for each fiscal year 19 thereafter, the sum of seventeen million five hundred thousand 20 dollars. 21 b. There is appropriated from the rebuild Iowa 22 infrastructure fund for the fiscal year beginning July 1, 23 2025 2026 , and ending June 30, 2026 2027 , the sum of eighteen 24 million two hundred sixty-nine thousand two hundred seventeen 25 twenty-six million three hundred fourteen thousand three 26 hundred fifteen dollars to the technology reinvestment fund, 27 notwithstanding section 8.57, subsection 3 , paragraph “c” . 28 DIVISION III 29 CHANGES TO PRIOR APPROPRIATIONS 30 Sec. 8. 2023 Iowa Acts, chapter 118, section 2, is amended 31 to read as follows: 32 SEC. 2. REVERSION. 33 1. For purposes of section 8.33 , unless specifically 34 provided in subsection 2 or otherwise, unencumbered or 35 -13- SF 2484.4534 (1) 91 th/ns 13/ 21
unobligated moneys from an appropriation made in this division 1 of this Act shall not revert but shall remain available for 2 expenditure for the purposes designated until the close of 3 the fiscal year that ends two years after the end of the 4 fiscal year for which the appropriation is made. However, 5 if the project or projects for which such appropriation was 6 made are completed in an earlier fiscal year, unencumbered 7 or unobligated moneys shall revert at the close of that same 8 fiscal year. 9 2. For purposes of section 8.33, unencumbered or 10 unobligated moneys from an appropriation made in section 1, 11 subsection 12, paragraph “f”, of this 2023 Iowa Act shall not 12 revert but shall remain available for expenditure for the 13 purposes designated until December 31, 2026. 14 Sec. 9. 2024 Iowa Acts, chapter 1155, section 1, subsection 15 1, paragraph b, subparagraph (1), as amended by 2025 Iowa Acts, 16 chapter 167, section 14, is amended to read as follows: 17 (1) Of the amount appropriated in this paragraph, the 18 department of administrative services shall allocate and use 19 the moneys necessary to improve and repair the steps on the 20 west side of the exterior of the capitol building and for 21 projects on the east side of the exterior of the capitol 22 building, as directed by the legislative branch, by the close 23 of the fiscal year that begins July 1, 2025 October 31, 2026 . 24 Sec. 10. 2024 Iowa Acts, chapter 1155, section 2, is amended 25 to read as follows: 26 SEC. 2. REVERSION. 27 1. For purposes of section 8.33 , unless specifically 28 provided in subsection 2 or otherwise, unencumbered or 29 unobligated moneys from an appropriation made in this division 30 of this Act shall not revert but shall remain available for 31 expenditure for the purposes designated until the close of 32 the fiscal year that ends two years after the end of the 33 fiscal year for which the appropriation is made. made are completed in an earlier fiscal year, unencumbered 1 or unobligated moneys shall revert at the close of that same 2 fiscal year. 3 2. For purposes of section 8.33, unencumbered or 4 unobligated moneys from an appropriation made for the fiscal 5 year beginning July 1, 2024, in section 1, subsection 5, 6 paragraph “e”, of this 2024 Iowa Act shall not revert but shall 7 remain available for expenditure for the purposes designated 8 until the close of the fiscal year that ends three years after 9 the end of the fiscal year for which the appropriation was 10 made, or until the project for which the appropriation was made 11 is completed, whichever is earlier. 12 Sec. 11. EFFECTIVE DATE. This division of this Act, being 13 deemed of immediate importance, takes effect upon enactment. 14 DIVISION IV 15 RENEWABLE FUEL INFRASTRUCTURE FUND 16 Sec. 12. STANDING APPROPRIATION —— FY 2026-2027. In 17 lieu of the appropriation provided in section 159A.17, the 18 appropriation for the fiscal year beginning July 1, 2026, and 19 ending June 30, 2027, from the general fund of the state to the 20 renewable fuel infrastructure fund created in section 159A.16 21 for the fiscal year is zero. 22 DIVISION V 23 REGIONAL SPORTS AUTHORITY DISTRICTS —— FINANCIAL ASSISTANCE 24 ELIGIBILITY 25 Sec. 13. Section 15E.321, Code 2026, is amended to read as 26 follows: 27 15E.321 Regional sports authority districts. 28 1. As used in this section , “district” : 29 a. “District” means a regional sports authority district 30 certified under this section . 31 b. “Entity” means an Iowa nonprofit organization established 32 to promote economic development and tourism in an area within 33 the state. 34 2. a. A convention and visitors bureau An entity may 35 -15- SF 2484.4534 (1) 91 th/ns 15/ 21
apply to the authority for certification of a regional sports 1 authority district which may include more than one city 2 and more than one convention and visitors bureau within the 3 district and for financial assistance . The authority shall not 4 certify more than ten such districts. 5 b. If more than ten applications are received in any 6 certification year, the The authority shall certify the 7 districts on a competitive basis. In evaluating the 8 applications an application for certification and financial 9 assistance , the authority shall consider the economic impact to 10 the activities proposed in the application provide to the state 11 of the activities proposed in the application , the geographic 12 diversity of the districts applying, the number of unique and 13 innovative activities proposed to be supported by the district, 14 and any other factors the authority deems relevant. 15 3. Each district shall actively promote youth sports, high 16 school athletic activities, the special olympics, and other 17 nonprofessional physical sporting events in the local area. 18 4. Each district may apply for and receive financial 19 assistance under the sports tourism program established by the 20 authority pursuant to section 15F.401 . 21 5. Each district shall be governed by a seven-member board 22 consisting of seven members appointed by the convention and 23 visitors bureau filing the application pursuant to subsection 24 2 . At least three members of the board shall consist of city 25 council members of any cities located in the district. Each 26 board shall be responsible for administering programs designed 27 to promote the activities enumerated in subsection 3 . A 28 district that received financial assistance from the authority 29 for an activity described in an application submitted pursuant 30 to subsection 2 shall submit a comprehensive report to the 31 authority on or before July 31 regarding activities that took 32 place between January 1 and June 30, and on or before January 33 31 for activities that took place between July 1 and December 34 31 of the previous year. The comprehensive report must detail 35 -16- SF 2484.4534 (1) 91 th/ns 16/ 21
the return on investment, number of first-time visitors to the 1 state, and total number of hotel rooms occupied as a result of 2 the activity. The authority may request additional information 3 if the authority deems it necessary to evaluate an activity. 4 DIVISION VI 5 HEALTH AND HUMAN SERVICES —— INFORMATION TECHNOLOGY 6 Sec. 14. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 7 LIMITATION ON OBLIGATION OF MONEYS —— INFORMATION TECHNOLOGY 8 MODERNIZATION STUDY COMMITTEE. 9 1. Limitation on obligation of moneys. 10 a. Except as provided in paragraph “b”, and notwithstanding 11 any other provision of law to the contrary, for the fiscal year 12 beginning July 1, 2026, the department of health and human 13 services shall not enter into, amend, or extend a contract, 14 purchase order, interagency agreement, or other financial 15 obligation that will cost more than five million dollars, 16 individually or collectively, or commit the state to multiyear 17 financial obligations. This limitation applies to major 18 information technology system replacement, redevelopment, 19 or modernization, including but not limited to eligibility, 20 benefits administration, child welfare, child support, child 21 care, and Medicaid administration systems. 22 b. Paragraph “a” does not apply to information technology 23 changes that are necessary solely to comply with federal Pub. 24 L. No. 119-21, commonly referred to as the One Big Beautiful 25 Bill Act, or state or federal law enacted to implement a 26 provision of Pub. L. No. 119-21, if such law expressly requires 27 near-term implementation and the changes do not materially 28 advance broader system modernization or system replacement 29 efforts beyond what is minimally required to comply with the 30 applicable law. 31 2. Study committee. 32 a. The department of health and human services, in 33 consultation with the legislative services agency and the 34 department of management, shall establish an information 35 -17- SF 2484.4534 (1) 91 th/ns 17/ 21
technology modernization study committee on or before August 1 1, 2026, and the study committee shall conduct a comprehensive 2 review of the department of health and human services’ 3 information technology systems, data architecture, and 4 modernization strategy. 5 b. The study committee must include but is not limited to 6 all of the following members: 7 (1) One or more persons familiar with the information 8 technology division and program division of the department of 9 health and human services, appointed by the director of health 10 and human services. 11 (2) One or more persons from the legislative services 12 agency, appointed by the director of the legislative services 13 agency. 14 (3) One or more persons from the division of information 15 technology of the department of management, appointed by the 16 director of the department of management. 17 c. The study committee must include all of the following ex 18 officio members: 19 (1) Two members of the senate, one appointed by the majority 20 leader of the senate and one appointed by the minority leader 21 of the senate. 22 (2) Two members of the house of representatives, one 23 appointed by the speaker of the house of representatives 24 and one appointed by the minority leader of the house of 25 representatives. 26 d. The committee may invite other persons to participate 27 in committee meetings, including but not limited to persons 28 from private sector firms, academic experts, and subject matter 29 experts with demonstrated experience in large-scale system 30 integration, data governance, fraud detection, and artificial 31 intelligence-enabled platforms. 32 e. The study committee shall examine all major information 33 technology systems currently used by the department of health 34 and human services, including legacy systems and recently 35 -18- SF 2484.4534 (1) 91 th/ns 18/ 21
implemented platforms, and shall do all of the following: 1 (1) Identify redundancies, fragmentations, and 2 interoperability gaps among systems. 3 (2) Assess the department’s current ability to integrate 4 data across programs and databases to detect errors, waste, 5 fraud, and abuse. 6 (3) Evaluate options for developing or procuring a unified 7 integrated architecture system capable of securely linking 8 program databases and supporting advanced analytics and 9 automation. 10 (4) Consider existing vendors supporting the department’s 11 current systems and alternative solutions offered by firms and 12 experts specializing in modern, artificial intelligence-first, 13 or cloud-native system design. 14 (5) Identify governance, procurement, and oversight 15 structures necessary to ensure cost control, transparency, and 16 long-term sustainability. 17 f. The study committee shall prioritize identifying a 18 long-term solution that integrates department of health and 19 human services databases across programs and enables timely 20 detection of eligibility errors, improper payments, and 21 fraudulent activity while reducing duplicative administrative 22 processes. 23 g. The department of health and human services shall submit 24 a report to the general assembly and the governor on or before 25 January 1, 2027. The report must include the study committee’s 26 findings, recommended statutory or budgetary changes, estimated 27 costs and timelines, and options for phased implementation. 28 3. Repeal. This section is repealed July 1, 2027. 29 DIVISION VII 30 RAILWAY TRACKS OVERPASS AND UNDERPASS FUND 31 Sec. 15. NEW SECTION . 307.19 Railway tracks overpass and 32 underpass fund. 33 1. A railway tracks overpass and underpass fund is created 34 in the state treasury under the control of the department. The 35 -19- SF 2484.4534 (1) 91 th/ns 19/ 21
fund shall consist of all moneys appropriated to the fund. 1 2. Moneys in the fund are appropriated to the department 2 to distribute in the form of grants to cities and counties 3 to assist with the construction of highway overpasses and 4 underpasses across railway tracks. 5 3. Notwithstanding section 12C.7, subsection 2, interest 6 or earnings on moneys deposited in the fund shall be credited 7 to the fund. Notwithstanding section 8.33, moneys in the fund 8 shall not revert at the close of a fiscal year. 9 DIVISION VIII 10 ECONOMIC DEVELOPMENT —— FINANCIAL ASSISTANCE 11 Sec. 16. Section 15G.104, subsection 2, Code 2026, is 12 amended to read as follows: 13 2. a. Moneys in the fund are appropriated to the authority 14 for purposes of providing financial assistance under the 15 program. The authority shall not use more than five percent 16 of the moneys in the fund at the beginning of each fiscal year 17 for purposes of administrative costs, technical assistance, and 18 other program support. 19 b. An entity that is awarded financial assistance pursuant 20 to this chapter is not eligible to receive financial assistance 21 under the sports tourism infrastructure program pursuant to 22 chapter 15F, subchapter IV . > 23 2.
