in at least 30 other states, but is not available through 1 any other entity in this state, and that provides assistance 2 to farmers with disabilities in all 99 counties to allow the 3 farmers to remain in their own homes and be gainfully engaged 4 in farming through provision of agricultural worksite and home 5 modification consultations, peer support services, services 6 to families, information and referral, and equipment loan 7 services. 8 c. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 14 a. The department may increase or decrease the amount of 20 moneys used to support a program described in paragraph “b” 21 based on the amount of moneys awarded to persons participating 22 in the program. The department shall publish a notice of the 23 department’s action to increase or decrease the amount on the 24 department’s internet site where the programs are advertised at 25 least thirty days prior to the day that the department takes 26 such action. 27 10. CHOOSE IOWA FOOD BANK PURCHASING PROGRAM 28 a. STATE FISH AND GAME PROTECTION FUND —— REGULATION 14 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 15 1. There is appropriated from the state fish and game 16 protection fund created pursuant to section 456A.17 to the 17 department of natural resources for the fiscal year beginning 18 July 1, 2026, and ending June 30, 2027, the following amount, 19 or so much thereof as is necessary, to be used for the purposes 20 designated: 21 For purposes of supporting the regulation or advancement of 22 hunting, fishing, or trapping, or the protection, propagation, 23 restoration, management, or harvest of fish or wildlife, 24 including for administration, regulation, law enforcement, and 25 programs; and for salaries, support, maintenance, equipment, 26 and miscellaneous purposes: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 53,095,606 28 2. Notwithstanding section 455A.10 , the department may use 29 the unappropriated balance remaining in the state fish and game 30 protection fund to provide for the funding of health and life 31 insurance premium payments from unused sick leave balances 32 of conservation peace officers employed in a protection 33 occupation, as described in section 97B.49B , who retire. 34 3. GROUNDWATER PROTECTION FUND —— WATER QUALITY. As a condition of the appropriation made in 22 subsection 1, the state university of Iowa shall retain the 23 director of Iowa’s center for agricultural safety and health 24 employed on the effective date of this division of this Act for 25 at least the same number of hours for the fiscal year beginning 26 July 1, 2026, as worked by the director during the fiscal year 27 beginning July 1, 2025. 28 b. As a condition of the appropriation made in subsection 29 1, the state university of Iowa shall not reduce the amount 30 allocated to support Iowa’s center for agricultural safety and 31 health from any other source due to the appropriation made in 32 subsection 1. 33 3. If moneys appropriated in subsection 1 revert as required 34 pursuant to section 8.33 , the state university of Iowa shall 35 -12- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 12/ 27
transfer to the general fund of the state from any otherwise 1 unencumbered or unobligated moneys from any other general 2 fund appropriation or from any moneys available from other 3 funding sources an amount equal to the amount appropriated in 4 subsection 1 less any amount that reverted to the general fund 5 of the state pursuant to section 8.33 . 6 Sec. 16. IOWA GEOLOGICAL SURVEY —— GROUNDWATER PLANNING AND 7 RESOURCE ASSESSMENT PROJECT. 8 1. There is appropriated from the general fund of the state 9 to the state university of Iowa for the fiscal year beginning 10 July 1, 2026, and ending June 30, 2027, the following amount, 11 or so much thereof as is necessary, to be used for the purposes 12 designated: 13 For purposes of supporting a groundwater planning and 14 resource assessment project to be administered by the Iowa 15 geological survey of the state created pursuant to section 16 456.1 : 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 122,000 18 2. Notwithstanding section 8.33 , moneys appropriated in 27 subsection 1 that remain unencumbered or unobligated at the 28 close of the fiscal year shall not revert but shall remain 29 available for expenditure for the purposes designated in 30 subsection 1. 31 Sec. 17. GROUNDWATER PROTECTION FUND —— IIHR —— 32 HYDROSCIENCE AND ENGINEERING —— IOWA WATER QUALITY INFORMATION 33 SYSTEM (IWQIS) —— IOWA GEOLOGICAL SURVEY. 34 1. Subsection 1 does not apply to moneys transferred 23 pursuant to this division of this Act to the loess hills 24 development and conservation fund created in section 161D.2 , 25 which shall not revert as provided in that section. 26 DIVISION VI 27 ENVIRONMENT FIRST FUND —— SPECIAL APPROPRIATIONS 28 Sec. 22. The moneys appropriated in subsection 1 shall be used to 13 support projects in watersheds generally, including regional 14 watersheds, as designated by the division and high-priority 15 watersheds identified by the water resources coordinating 16 council established pursuant to section 466B.3 . 17 3. In supporting projects in subwatersheds and watersheds 18 as provided in subsection 2, all of the following apply: 19 a. The demonstration projects shall utilize water quality 20 practices as described in the Iowa nutrient reduction strategy 21 as defined in section 455B.171 . 22 b. The division shall implement demonstration projects as 23 provided in paragraph “a” by providing for participation by 24 persons who hold a legal interest in agricultural land used in 25 farming. To every extent practical, the division shall provide 26 for collaborative participation by such persons who hold a 27 legal interest in agricultural land located within the same 28 subwatershed. 29 c. The division shall implement a demonstration project on 30 a cost-share basis as determined by the division. However, 31 except for edge-of-field practices, the state’s share of the 32 amount shall not exceed 50 percent of the estimated cost of 33 establishing the practice as determined by the division or 34 50 percent of the actual cost of establishing the practice, 35 -20- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 20/ 27
whichever is less. 1 d. The demonstration projects shall be used to educate other 2 persons about the feasibility and value of establishing similar 3 water quality practices. The division shall promote field day 4 events for purposes of allowing interested persons to establish 5 water quality practices on their agricultural land. 6 e. The division shall conduct water quality evaluations 7 within supported subwatersheds. Within a reasonable period 8 after accumulating information from such evaluations, the 9 division shall create an aggregated database of water quality 10 practices. Any information identifying a person holding a 11 legal interest in agricultural land or specific agricultural 12 land shall be a confidential record under section 22.7 . 13 4. The moneys appropriated in subsection 1 shall be used 14 to support education and outreach in a manner that encourages 15 persons who hold a legal interest in agricultural land used for 16 farming to implement water quality practices, including the 17 establishment of such practices in watersheds generally, and 18 not limited to subwatersheds or high-priority watersheds. 19 5. The moneys appropriated in subsection 1 may be used 20 to contract with persons to coordinate the implementation of 21 efforts provided in this section. 22 6. The moneys appropriated in subsection 1 may be used by 23 the department to support urban soil and water conservation 24 efforts, which may include but are not limited to management 25 practices related to bioretention, landscaping, the use of 26 permeable or pervious pavement, and soil quality restoration. 27 The moneys shall be allocated on a cost-share basis as provided 28 in chapter 161A . 29 7. Notwithstanding any other provision of law to the 30 contrary, the department may use moneys appropriated in 31 subsection 1 to carry out the provisions of this section on a 32 cost-share basis in combination with other moneys available to 33 the department from a state or federal source. 34 8. Not more than 10 percent of the moneys appropriated in 35 -21- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 21/ 27
this section may be used to pay for the costs of administering 1 and implementing the water quality initiative by the 2 department’s division of soil conservation and water quality as 3 provided in section 466B.42 and this section. 4 DIVISION VII 5 RESOURCES ENHANCEMENT AND PROTECTION —— OPEN SPACES 6 Sec. 23. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. Forty percent to the Iowa finance authority to support 17 the wastewater and drinking water treatment financial 18 assistance program created in section 16.134 Five hundred 19 thousand dollars to the department of natural resources for 20 the purposes of water quality monitoring, including, at the 21 department’s discretion, continuous monitoring . 22 b. Forty-five percent to the Iowa finance authority to be 23 credited to the water quality financing program fund created 24 pursuant to section 16.153 . The following percentages of moneys 25 remaining in the fund for the following purposes: 26 (1) Sixty-five percent to the Iowa finance authority to 27 support the wastewater and drinking water treatment financial 28 assistance program created in section 16.134. 29 c. (2) Fifteen percent to the division of soil conservation 30 and water quality of the department of agriculture and land 31 stewardship to support the water quality urban infrastructure 32 program created in section 466B.44 . 33 (3) Twenty percent to the division of soil conservation 34 and water quality of the department of agriculture and land 35 -24- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 24/ 27
stewardship for deposit in the water quality initiative fund 1 created in section 466B.45 to provide technical assistance 2 and support conservation practices, including but not limited 3 to buffers, cover crops, edge-of-field structures, grazing 4 systems, and working lands, in counties located in the 5 following United States geological survey hydrologic unit code 6 8 watersheds: 7 (a) Boone. 8 (b) East fork Des Moines. 9 (c) Middle Des Moines. 10 (d) North Raccoon. 11 (e) South Raccoon. 12 (f) Upper Des Moines. 13 Sec. 29. Section 16.152, Code 2026, is amended by adding the 14 following new subsections: 15 NEW SUBSECTION . 5. The authority shall not initiate any 16 new loans under this part after June 30, 2026. Any loan or 17 interest payments received by the authority on or after July 18 1, 2026, shall be deposited in the water quality financial 19 assistance fund created pursuant to section 16.134A for the 20 purposes of supporting the wastewater and drinking water 21 treatment financial assistance program created in section 22 16.134. 23 NEW SUBSECTION . 6. For the fiscal year beginning July 1, 24 2026, and ending June 30, 2027, the authority shall allocate 25 a sum not to exceed twenty-five million dollars from any 26 unencumbered or unobligated moneys in the water quality 27 financing program fund to a regional water authority, with 28 membership consisting of public utilities, as defined in 29 section 476.1, rural water districts organized and existing 30 under chapter 357A, and other governmental entities, which 31 serves a population of at least six hundred thousand and 32 is headquartered in the most populous county in the state 33 based on the 2020 federal decennial census, for the purpose 34 of constructing and installing additional nutrient removal 35 -25- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 25/ 27
technology. These moneys shall remain available for 1 expenditure until June 30, 2029. 2 NEW SUBSECTION . 7. Any unencumbered or unobligated moneys 3 in the water quality financing program fund created pursuant to 4 section 16.153 remaining after July 31, 2026, are transferred 5 to the water quality financial assistance fund created pursuant 6 to section 16.134A, to be used for purposes specified in 7 section 16.134A, subsection 3, paragraph “b” , subparagraph 8 (3). An amount equal to the amount of moneys obligated by the 9 authority prior to July 1, 2026, shall remain in the water 10 quality financing program fund. 11 NEW SUBSECTION . 8. This part is repealed on the date that 12 all loans made pursuant to this part are paid in full. The 13 authority shall notify the Iowa Code editor of this occurrence. 14 Sec. 30. NEW SECTION . 16.240 Rural Iowa infrastructure bank 15 revolving loan program —— fund. 16 1. As used in this section, “small or medium sized 17 community” means a city with a population of eleven thousand or 18 less. 19 2. The authority shall establish and administer a rural 20 Iowa infrastructure bank revolving loan program. The purpose 21 of the program is to provide loans to small or medium sized 22 communities to upgrade water or wastewater infrastructure. 23 3. a. A small or medium size community shall apply to the 24 authority for a loan under the program in a manner approved by 25 the authority. 26 b. Loan agreements may contain terms and conditions the 27 authority deems advisable, but the interest rate on any loan 28 shall not exceed one percent. 29 4. A rural Iowa infrastructure bank program fund is created 30 in the state treasury under the control of the authority and 31 consisting of moneys appropriated by the general assembly and 32 any other moneys available to and obtained or accepted by the 33 authority for placement in the fund. Moneys in the fund are 34 appropriated to the authority for the purpose of providing 35 -26- SF 2487.4507 (1) 91 (amending this SF 2487 to CONFORM to HF 2771) sb/js 26/ 27
loans to small or medium sized communities under the program 1 established in this section. Repayments of moneys loaned and 2 recaptures of loans shall be deposited in the fund. Moneys 3 in the fund are not subject to section 8.33. Notwithstanding 4 section 12C.7, interest or earnings on moneys in the fund shall 5 be credited to the fund. 6 5. The authority may adopt rules pursuant to chapter 17A to 7 administer this section. 8 Sec. 31. CODE EDITOR DIRECTIVE. The Code editor is directed 9 to designate section 16.240, as enacted by this division of 10 this Act, as chapter 16, subchapter X, part 12, entitled “Rural 11 Iowa Infrastructure Bank Revolving Loan Program”. > 12 2.
