1.
An
applicant
for
the
initial
issuance
of
a
class
A,

B,
or
C
commercial
driver’s
license
must
certify
to
the
7
department
that
the
applicant
successfully
completed
a
course
8
of
instruction
regarding
human
trafficking
prevention.
9
2.
A
course
of
instruction
regarding
human
trafficking
10
prevention
must
last
at
least
thirty
minutes
and
include
11
training
based
on
the
department’s
approved
human
trafficking
12
prevention
training
materials.
The
course
must
be
offered
in
13
the
English
language.
14
3.
The
department
shall
approve,
in
cooperation
with
the
15
department
of
education
and
the
state
board
of
education,
16
human
trafficking
prevention
training
materials
regarding
the
17
recognition,
prevention,
and
reporting
of
human
trafficking.
18
The
departments
may
collaborate
with
other
entities
that
19
specialize
in
and
produce
training
materials
regarding
the
20
recognition,
prevention,
and
reporting
of
human
trafficking
21
particularly
for
persons
who
operate
commercial
motor
vehicles.
22
The
departments
shall
make
the
approved
human
trafficking
23
prevention
training
materials
available
to
the
public.
The
24
departments
shall
review
and
update
the
departments’
approved
25
human
trafficking
prevention
training
materials
to
account
for
26
changes
and
trends
in
human
trafficking
at
least
once
every
27
three
years.

4.
The
department
may
adopt
rules
pursuant
to
chapter
17A
to
29
administer
this
section.

subsection
1,
Code
2026,
is
amended

by
adding
the
following
new
paragraph:

Sec.
3.
APPLICABILITY.
This
Act
applies
on
and
after
March
3
1,
2027,
or
the
date
the
department
of
transportation
submits
4
to
the
Iowa
administrative
code
editor
for
publication
in
the
5
Iowa
administrative
bulletin
a
statement
by
the
director
of
6
transportation
that
the
applicable
phase
of
the
department
of
7
transportation’s
new
records
system
is
implemented,
whichever
8
is
earlier.
The
department
shall
also
forward
a
copy
of
the
9
statement
to
the
Iowa
Code
editor.
