Section 124E.2, subsection 10, Code 2026, is 5 amended to read as follows: 6 10. “Medical cannabidiol” means any pharmaceutical grade 7 cannabinoid found in the plant Cannabis sativa L. or Cannabis 8 indica or any other preparation thereof that is delivered in 9 a form recommended by the Iowa medical cannabidiol controlled 10 substances advisory and licensing board, approved by the board 11 of medicine, and adopted by the department pursuant to rule. 12 Sec. ___. Section 124E.5, subsection 1, paragraph a, Code 13 2026, is amended to read as follows: 14 a. A An Iowa medical cannabidiol controlled substances 15 advisory and licensing board is created consisting of eight 16 practitioners representing the fields of neurology, pain 17 management, gastroenterology, oncology, psychiatry, pediatrics, 18 family medicine, and pharmacy, and one representative from 19 law enforcement , one member with knowledge of psilocybin, one 20 member who is a chemist or researcher with expertise in the 21 nutraceutical manufacturing industry, one member who has a 22 background in fungus or mushroom cultivation and processing, 23 and one member who is a chemist or researcher with experience 24 in manufacturing and who is associated with a research 25 university . 26 Sec. ___. Section 124E.5, subsection 1, Code 2026, is 27 amended by adding the following new paragraph: 28 NEW PARAGRAPH . e. Members of the Iowa medical controlled 29 substances advisory and licensing board shall serve for four 30 years and may be reappointed. 31 Sec. ___. Section 124E.5, subsection 2, Code 2026, is 32 amended to read as follows: 33 2. The Iowa medical cannabidiol controlled substances 34 advisory and licensing board shall convene as necessary. 35 -1- HF 978.3561 (2) 91 ss/ko 1/ 4 #1. #2.

Sec. ___. Section 124E.5, subsection 3, unnumbered 1 paragraph 1, Code 2026, is amended to read as follows: 2 The duties of the Iowa medical cannabidiol controlled 3 substances advisory and licensing board shall include but not 4 be limited to the following: 5 Sec. ___. Section 124E.5, subsections 4 and 5, Code 2026, 6 are amended to read as follows: 7 4. Recommendations made by the Iowa medical cannabidiol 8 controlled substances advisory and licensing board pursuant 9 to subsection 3 , paragraphs “b” and “e” , shall be made to the 10 board of medicine for consideration, and if approved, shall be 11 adopted by the board of medicine by rule. 12 5. On or before January 1 of each year , beginning January 13 1, 2018 , the Iowa medical cannabidiol controlled substances 14 advisory and licensing board shall submit a report detailing 15 the activities of the board. 16 Sec. ___. Section 124E.11, subsection 2, paragraph c, Code 17 2026, is amended to read as follows: 18 c. Establish the form and quantity of medical cannabidiol 19 allowed to be dispensed to a patient or primary caregiver 20 pursuant to this chapter as appropriate to serve the medical 21 needs of patients with debilitating medical conditions, subject 22 to recommendation by the Iowa medical cannabidiol controlled 23 substances advisory and licensing board and approval by the 24 board of medicine. > 25 3. Any license issued by the medical cannabidiol board in 28 effect on the effective date of this Act shall continue in full 29 force and effect until expiration or renewal. 30 3. Any unobligated and unencumbered funds in any account or 31 fund under the control of the medical cannabidiol board shall 32 be transferred to the control of the Iowa medical controlled 33 substances advisory and licensing board. 34 4.
