A person shall not provide an image of 3 a registration plate or any other accompanying data to a third 4 party unless the third party is one of the following: 5 a. A peace officer or law enforcement agency. 6 b. A person who is under contract with a law enforcement 7 agency solely to protect public safety, conduct criminal 8 investigations, or ensure compliance with federal, state, or 9 local law. 10 c.
