Section 103A.8A, Code 2026, is amended to read 7 as follows: 8 103A.8A Energy conservation requirements. 9 The state building code commissioner shall adopt as 10 a part of the state building code a requirement that new 11 single-family or two-family residential construction shall 12 comply with energy conservation requirements. The requirements 13 adopted by the commissioner shall be based upon a nationally 14 recognized standard or code for energy conservation the 15 national energy code . The requirements shall only apply to 16 single-family or two-family residential construction commenced 17 after the adoption of the requirements. Notwithstanding any 18 other provision of this chapter to the contrary, the energy 19 conservation requirements adopted by the commissioner and 20 approved by the council shall apply to new single-family or 21 two-family residential construction commenced on or after July 22 January 1, 2008 2027 , and shall supersede and replace any 23 minimum requirements for energy conservation adopted or enacted 24 by a governmental subdivision prior to that date applicable to 25 such construction. The state building code commissioner may 26 provide training to builders, contractors, and other interested 27 persons on the adopted energy conservation requirements. 28 Sec. ___. NEW SECTION . 103A.8E Energy code —— amendments 29 —— limitations. 30 Prior to adopting any changes to the national energy code 31 pursuant to section 103A.8A, the commissioner shall conduct 32 an analysis of the change in the total cost of the average 33 home built after January 1, 2027, due to any changes to the 34 national energy code.
