subsection
16,
paragraph
a,

is
amended
to
read
as
follows:

a.
An
owner
referred
to
in
subsection
12
who
is
a
member
6
of
the
national
guard,
as
defined
in
chapter
29A
,
may,
7
upon
written
application
to
the
department,
order
special
8
registration
plates
with
a
national
guard
processed
emblem
9
with
the
emblem
designed
by
the
department
in
cooperation
10
with
the
adjutant
general
which
emblem
signifies
that
the
11
applicant
is
a
member
of
the
national
guard.
The
application
12
shall
be
approved
by
the
department
in
consultation
with
the
13
adjutant
general.
The
special
plate
fees
collected
by
the
14
director
under
subsection
12
,
paragraph
“a”
,
from
the
annual
15
validation
of
letter-number
designated
national
guard
plates,
16
and
subsection
12
,
paragraph
“c”
,
from
the
issuance
and
annual
17
validation
of
personalized
national
guard
plates
shall
be
paid
18
monthly
to
the
treasurer
of
state
and
deposited
in
the
road
use
19
tax
fund.
The
treasurer
of
state
shall
transfer
monthly
from
20
the
statutory
allocations
fund
created
under
section
321.145,
21
subsection
2
,
to
the
veterans
license
fee
fund
created
in
22
section
35A.11
the
amount
of
the
special
fees
collected
under
23
subsection
12
,
paragraph
“a”
,
in
the
previous
month
for
national
24
guard
plates.
Special
registration
plates
with
a
national
25
guard
processed
emblem
shall
be
surrendered,
as
provided
in
26
subsection
12
,
in
exchange
for
regular
registration
plates
upon
27
termination
of
the
owner’s
membership
in
the
active
national
28
guard.

(1)
Except
as
provided
in
subparagraph
(2),
a
person
shall
30
surrender
special
registration
plates
with
a
national
guard
31
processed
emblem,
as
provided
in
subsection
12,
in
exchange
for
32
regular
registration
plates
upon
termination
of
the
person’s
33
membership
in
the
active
national
guard.

discharged
under
honorable
conditions
