Notwithstanding
a
local
authority’s
determination
12
under
this
paragraph,
a
person
who
is
issued
an
all-systems

permit
may
operate
a
permitted
vehicle
over
the
most
direct

route
between
the
location
where
the
vehicle
is
loaded
or
is
15
to
be
unloaded
and
the
nearest
highway
or
street
upon
which
16
movement
under
an
all-systems
permit
is
valid.
However,
if
17
all
roads
leading
to
and
from
a
loading
or
unloading
location
18
are
designated
as
not
valid
due
to
seasonal
weather
conditions
19
or
to
being
structurally
unsuitable
for
a
permitted
vehicle,
20
a
person
shall
use
an
alternate
route
established
by
the
21
department.
The
department
shall
establish
an
alternate
route
22
that
provides
the
most
direct
access
to
a
road
valid
for
a
23
vehicle
operated
under
an
all-systems
permit,
in
consultation
24
with
the
local
authority.
