The department may charge school districts and accredited 26 nonpublic schools a fee for the system not to exceed the actual 27 costs to purchase a statewide license for the early warning 28 assessment minus the moneys received by the department under 29 this subsection. The fee shall be determined by dividing the 30 actual remaining costs to purchase the statewide license for 31 the school year by the number of pupils assessed under the 32 system in the current fiscal year. School districts may use 33 moneys received pursuant to section 257.10, subsection 11 , and 34 moneys received for purposes of implementing section 279.68, 35 -5- SF 647.1856 (2) 91 jda/jh 5/ 32
subsection 2 , to pay the early warning assessment system fee. 1 16. IOWA READING RESEARCH CENTER 2 a. For purposes of the Iowa reading research center in 3 order to implement, in collaboration with the area education 4 agencies, the provisions of section 256.9, subsection 49 , 5 paragraph “c”: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 7 b. From moneys appropriated in this subsection, not more 8 than $250,000 shall be used for collaborations with the state 9 board of education relating to the approval of practitioner 10 preparation programs pursuant to section 256.7, subsection 3 , 11 paragraph “c”, and with the board of educational examiners for 12 the establishment and continuing oversight of the advanced 13 dyslexia specialist endorsement pursuant to section 256.146, 14 subsection 21. Of the moneys appropriated in this subsection for 1 distribution to area education agencies, $200,000 shall be 2 used for purposes of implementing a children’s grief and loss 3 rural pilot program to serve Iowa children in rural school 4 districts or accredited nonpublic schools. The pilot program 5 shall be administered by, and the moneys allocated pursuant to 6 this paragraph shall be distributed to, an existing statewide 7 not-for-profit health care organization that currently provides 8 grief and loss services to children. For the fiscal year 9 beginning July 1, 2025, and ending June 30, 2026, the health 10 care organization receiving moneys pursuant to this paragraph 11 shall prepare a report, in collaboration with the department 12 of education, detailing the expenditures of moneys used for 13 the purposes of this program and its outcomes, which shall be 14 submitted to the general assembly by September 30, 2026. 15 19. BEST BUDDIES IOWA 16 a. From the moneys appropriated in this subsection, not less 14 than $500,000 shall be used to provide technology education 15 opportunities to high school, career academy, and community 16 college students through a public-private partnership, as 17 well as opportunities for students and faculties at these 18 institutions to secure broad-based information technology 19 certification. The partnership shall provide all of the 20 following: 21 (1) A research-based curriculum. 22 (2) Online access to the curriculum. 23 (3) Instructional software for classroom and student use. 24 (4) Certification of skills and competencies in a broad base 25 of information technology-related skill areas. 26 (5) Professional development for teachers. 27 (6) Deployment and program support, including but not 28 limited to integration with current curriculum standards. 29 d. PRESCRIPTION DRUG COSTS. For 9 the fiscal year beginning July 1, 2025, and ending June 30, 10 2026, the state board of regents may use notes, bonds, or 11 other evidences of indebtedness issued under section 262.48 to 12 finance projects that will result in energy cost savings in an 13 amount that will cause the state board to recover the cost of 14 the projects within an average of six years. 15 DIVISION IV 16 STANDING APPROPRIATIONS 17 Sec. 8. AT-RISK CHILDREN. Notwithstanding the standing 18 appropriation in section 279.51 for the fiscal year beginning 19 July 1, 2025, and ending June 30, 2026, the amount appropriated 20 from the general fund of the state to the department of 21 education for programs for at-risk children under section 22 279.51 shall not be more than $10,524,389. The amount of any 23 reduction in this section shall be prorated among the programs 24 specified in section 279.51, subsection 1, paragraphs “a”, “b”, 25 and “c”. 26 Sec. 9. WORK-STUDY APPROPRIATION. Notwithstanding section 27 256.209, for the fiscal year beginning July 1, 2025, and 28 ending June 30, 2026, the amount appropriated from the general 29 fund of the state to the college student aid commission of 30 the department of education for the work-study program under 31 section 256.209 shall be zero. 32 Sec. 10. CONTINGENT EFFECTIVE DATE. The following takes 33 effect July 1, 2025, if the portion of 2025 Iowa Acts, Senate 34 File 445, or any successor legislation, that reduces the 35 -20- SF 647.1856 (2) 91 jda/jh 20/ 32
standing appropriation in section 279.51, subsection 1, is not 1 enacted: 2 The section of this division of this Act relating to the 3 standing appropriation in section 279.51, subsection 1. 4 DIVISION V 5 STATE PROGRAM ALLOCATION 6 Sec. 11. Section 284.13, subsection 1, paragraphs a, b, c, 7 e, f, and g, Code 2025, are amended to read as follows: 8 a. For the fiscal year beginning July 1, 2024 2025 , and 9 ending June 30, 2025 2026 , to the department, the amount of 10 five hundred eight thousand two hundred fifty dollars for the 11 issuance of national board certification awards in accordance 12 with section 256.44 . Of the amount allocated under this 13 paragraph, not less than eighty-five thousand dollars shall 14 be used to administer the ambassador to education position in 15 accordance with section 256.45 . 16 b. For the fiscal year beginning July 1, 2024 2025 , and 17 ending June 30, 2025 2026 , up to seven hundred twenty-eight 18 thousand two hundred sixteen dollars to the department for 19 purposes of implementing the professional development program 20 requirements of section 284.6 , assistance in developing model 21 evidence for teacher quality committees established pursuant to 22 section 284.4, subsection 1 , paragraph “b” , and the evaluator 23 training program in section 284.10 . A portion of the funds 24 allocated to the department for purposes of this paragraph may 25 be used by the department for administrative purposes and for 26 not more than four full-time equivalent positions. 27 c. For the fiscal year beginning July 1, 2024 2025 , 28 and ending June 30, 2025 2026 , an amount up to one million 29 seventy-seven thousand eight hundred ten dollars to the 30 department for the establishment of teacher development 31 academies in accordance with section 284.6, subsection 10 . A 32 portion of the funds allocated to the department for purposes 33 of this paragraph may be used for administrative purposes. 34 e. For the fiscal year beginning July 1, 2024 2025 , and 35 -21- SF 647.1856 (2) 91 jda/jh 21/ 32
ending June 30, 2025 2026 , to the department an amount up to 1 fifty thousand dollars for purposes of the fine arts beginning 2 teacher mentoring program established under section 256.34 . 3 f. For the fiscal year beginning July 1, 2024 2025 , and 4 ending June 30, 2025 2026 , to the department an amount up 5 to six hundred twenty-six thousand one hundred ninety-one 6 dollars shall be used by the department for a delivery system, 7 in collaboration with area education agencies, to assist in 8 implementing the career paths and leadership roles considered 9 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 10 not limited to planning grants to school districts and area 11 education agencies, technical assistance for the department, 12 technical assistance for districts and area education agencies, 13 training and staff development, and the contracting of external 14 expertise and services. In using moneys allocated for purposes 15 of this paragraph, the department shall give priority to school 16 districts with certified enrollments of fewer than six hundred 17 students. A portion of the moneys allocated annually to the 18 department for purposes of this paragraph may be used by the 19 department for administrative purposes and for not more than 20 five full-time equivalent positions. 21 g. For the fiscal year beginning July 1, 2025 2026 , and 22 for each subsequent fiscal year, to the department, ten 23 million dollars for purposes of implementing the supplemental 24 assistance for high-need schools provisions of section 284.11 . 25 Annually, of the moneys allocated to the department for 26 purposes of this paragraph, up to one hundred thousand dollars 27 may be used by the department for administrative purposes and 28 for not more than one full-time equivalent position. 29 DIVISION VI 30 COURT REPORTER EQUIPMENT GRANT PROGRAM 31 Sec. 12. DEPARTMENT OF EDUCATION —— COURT REPORTER 32 EQUIPMENT GRANT PROGRAM. NEW SECTION . 256.231 Court reporter equipment 7 grant program. 8 1. A court reporter equipment grant program is established 9 to be administered by the college student aid commission. A 10 person is eligible to apply for a grant award under the program 11 if the person is enrolled in a court reporter training program 12 in this state. 13 2. Each applicant for the court reporter equipment grant 14 program shall, in accordance with the rules of the commission, 15 complete and file an application for a grant award. The 16 individual shall be responsible for the prompt submission of 17 any information required by the commission. 18 3. A recipient of a grant under the court reporter equipment 19 grant program must use the moneys awarded by the college 20 student aid commission for the purchase of court reporter 21 equipment and software for the court reporter training program 22 in which the recipient is participating. 23 4. The college student aid commission shall do all of the 24 following: 25 a. Establish the evaluation criteria to be used in 26 evaluating applications submitted under this section. The 27 college student aid commission shall give priority to 28 applicants who are doing court-related work. 29 b. Establish grant application materials, eligibility 30 requirements, award criteria, and award amounts. 31 5. A court reporter equipment grant program fund is created 32 in the state treasury under the control of the college student 33 aid commission. All moneys deposited or paid into the fund 34 are appropriated to the college student aid commission to 35 -23- SF 647.1856 (2) 91 jda/jh 23/ 32
be used for grants awarded as provided under this section. 1 Notwithstanding section 8.33, moneys in the fund that remain 2 unencumbered or unobligated at the close of a fiscal year shall 3 not revert but shall remain available for expenditure for the 4 purposes designated. Notwithstanding section 12C.7, subsection 5 2, interest or earnings on moneys in the fund shall be credited 6 to the fund. 7 6. The college student aid commission shall adopt rules 8 pursuant to chapter 17A to administer this section. 9 Sec. 14. REPEAL. Sections 15.485 and 15.486, Code 2025, 10 are repealed. 11 Sec. 15. COURT REPORTER EQUIPMENT INCENTIVE FUND 12 —— TRANSFER TO COURT REPORTER EQUIPMENT GRANT PROGRAM 13 FUND. Unencumbered and unobligated moneys remaining in the 14 court reporter equipment incentive fund established pursuant 15 to section 15.486, Code 2025, on the effective date of this 16 division of this Act, are transferred to the court reporter 17 equipment grant program fund created in section 256.231, as 18 enacted by this division of this Act. 19 Sec. 16. CODE EDITOR DIRECTIVE. The Code editor shall 20 designate section 256.231, as enacted by this division of this 21 Act, as a new subpart within chapter 256, subchapter VII, part 22 4, entitled “court reporter equipment grant program”. 23 DIVISION VII 24 CENTER FOR INTELLECTUAL FREEDOM 25 Sec. 17. GENERAL FUND APPROPRIATIONS —— STATE BOARD OF 26 REGENTS —— CENTER FOR INTELLECTUAL FREEDOM. 27 1. There is appropriated from the general fund of the state 28 to the state board of regents for the fiscal year beginning 29 July 1, 2025, and ending June 30, 2026, the following amounts, 30 or so much thereof as is necessary, to be used for purposes of 31 the center for intellectual freedom established at the state 32 university of Iowa pursuant to section 263C.2, if enacted by 33 2025 Iowa Acts, House File 437: 34 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 35 -24- SF 647.1856 (2) 91 jda/jh 24/ 32
2. Notwithstanding section 8.33, moneys appropriated in 1 this section that remain unencumbered or unobligated at the 2 close of the fiscal year shall not revert but shall remain 3 available for expenditure for the purposes designated. 4 3. The state university of Iowa shall locate the center for 5 intellectual freedom established pursuant to section 263C.2, 6 if enacted by 2025 Iowa Acts, House File 437, where the state 7 university of Iowa’s diversity, equity, and inclusion offices 8 were previously located. 9 DIVISION VIII 10 IOWA TUITION GRANTS 11 Sec. 18. Section 256.177, subsection 4, Code 2025, is 12 amended by striking the subsection. 13 Sec. 19. Section 256.189, Code 2025, is amended by adding 14 the following new subsection: 15 NEW SUBSECTION . 3. An Iowa tuition grants fund is 16 established in the state treasury. The fund shall be 17 administered by the commission and shall consist of moneys 18 appropriated by the general assembly and other moneys received 19 by the commission for deposit in the fund. The moneys in 20 the fund are appropriated to the commission for purposes of 21 providing tuition grants to qualified students who are enrolled 22 in accredited private institutions. Notwithstanding section 23 8.33, moneys in the fund at the close of the fiscal year 24 shall not revert to the general fund of the state but shall 25 remain available for expenditure for purposes of providing 26 tuition grants to qualified students who are enrolled in 27 accredited private institutions for subsequent fiscal years. 28 Notwithstanding section 12C.7, subsection 2, interest or 29 earnings on moneys in the fund shall be credited to the 30 fund and are appropriated to the commission for purposes of 31 administering any scholarship or grant program described in 32 this subchapter VII, part 4. 33 Sec. 20. Section 256.191, Code 2025, is amended by adding 34 the following new subsection: 35 -25- SF 647.1856 (2) 91 jda/jh 25/ 32
NEW SUBSECTION . 8. Fund established. An Iowa tuition 1 grants for-profit institutions fund is established in the state 2 treasury. The fund shall be administered by the commission 3 and shall consist of moneys appropriated by the general 4 assembly and other moneys received by the commission for 5 deposit in the fund. The moneys in the fund are appropriated 6 to the commission for purposes of providing tuition grants to 7 qualified students who are enrolled in eligible institutions. 8 Notwithstanding section 8.33, moneys in the fund at the close 9 of the fiscal year shall not revert to the general fund of 10 the state but shall remain available for expenditure for 11 purposes of providing tuition grants to qualified students who 12 are enrolled in eligible institutions for subsequent fiscal 13 years. Notwithstanding section 12C.7, subsection 2, interest 14 or earnings on moneys in the fund shall be credited to the 15 fund and are appropriated to the commission for purposes of 16 administering any scholarship or grant program described in 17 this subchapter VII, part 4. 18 Sec. 21. Section 256.192, Code 2025, is amended by adding 19 the following new subsection: 20 NEW SUBSECTION . 8. A vocational-technical tuition grants 21 fund is established in the state treasury. The fund shall be 22 administered by the commission and shall consist of moneys 23 appropriated by the general assembly and other moneys received 24 by the commission for deposit in the fund. The moneys in 25 the fund are appropriated to the commission for purposes of 26 providing vocational-technical tuition grants pursuant to 27 this section. Notwithstanding section 8.33, moneys in the 28 fund at the close of the fiscal year shall not revert to 29 the general fund of the state but shall remain available for 30 expenditure for purposes of providing vocational-technical 31 tuition grants pursuant to this section for subsequent fiscal 32 years. Notwithstanding section 12C.7, subsection 2, interest 33 or earnings on moneys in the fund shall be credited to the 34 fund and are appropriated to the commission for purposes of 35 -26- SF 647.1856 (2) 91 jda/jh 26/ 32
administering any scholarship or grant program described in 1 this subchapter VII, part 4. 2 Sec. 22. Section 256.194, subsections 1, 2, and 3, Code 3 2025, are amended to read as follows: 4 1. There is appropriated from the general fund of the state 5 to the commission for For each fiscal year beginning on or 6 after July 1, 2025, there is appropriated from the general 7 fund of the state to the commission for deposit in the Iowa 8 tuition grants fund established in section 256.189, subsection 9 3, the sum of fifty-two million seven hundred seven thousand 10 sixty-nine dollars for tuition grants to qualified students who 11 are enrolled in accredited private institutions fifty-three 12 million seven hundred sixty-one thousand two hundred ten 13 dollars . 14 2. There is appropriated from the general fund of the state 15 to the commission for For each fiscal year beginning on or 16 after July 1, 2025, there is appropriated from the general fund 17 of the state to the commission for deposit in the Iowa tuition 18 grants for-profit institutions fund established in section 19 256.191, subsection 8, the sum of one hundred ten thousand 20 seven hundred dollars for tuition grants for qualified students 21 who are enrolled in eligible institutions one hundred twelve 22 thousand nine hundred fourteen dollars . 23 3. There is appropriated from the general fund of the 24 state to the commission for For each fiscal year beginning 25 on or after July 1, 2025, there is appropriated from the 26 general fund of the state to the commission for deposit in 27 the vocational-technical tuition grants fund established in 28 section 256.192, subsection 8, the sum of one million seven 29 hundred fifty thousand one hundred eighty-five dollars for 30 vocational-technical tuition grants . 31 Sec. 23. SCHOLARSHIP AND TUITION GRANT RESERVE FUND —— 32 TRANSFER TO GENERAL FUND. Any moneys appropriated to the 33 department of education for purposes of the scholarship and 34 tuition grant reserve fund established pursuant to section 35 -27- SF 647.1856 (2) 91 jda/jh 27/ 32
256.193 that remain unencumbered or unobligated as of July 1, 1 2025, shall be transferred to the general fund of the state. 2 Sec. 24. TRANSFER OF UNENCUMBERED OR UNOBLIGATED MONEYS 3 TO IOWA TUITION GRANTS FUND, IOWA TUITION GRANTS FOR-PROFIT 4 INSTITUTIONS FUND, AND VOCATIONAL-TECHNICAL TUITION GRANTS 5 FUND. 6 1. Any moneys appropriated to the department of education 7 prior to the fiscal year beginning July 1, 2025, for purposes 8 of providing tuition grants to qualified students who are 9 enrolled in accredited private institutions pursuant to section 10 256.194, subsection 1, that remain unencumbered or unobligated 11 as of July 1, 2025, shall be transferred to the Iowa tuition 12 grants fund established in section 256.189, subsection 3, as 13 enacted in this division of this Act. 14 2. Any moneys appropriated to the department of education 15 prior to the fiscal year beginning July 1, 2025, for purposes 16 of providing tuition grants to qualified students who are 17 enrolled in eligible institutions pursuant to section 256.194, 18 subsection 2, that remain unencumbered or unobligated as of 19 July 1, 2025, shall be transferred to the Iowa tuition grants 20 for-profit institutions fund established in section 256.191, 21 subsection 8, as enacted in this division of this Act. 22 3. Any moneys appropriated to the department of education 23 prior to the fiscal year beginning July 1, 2025, for 24 purposes of vocational-technical tuition grants pursuant to 25 section 256.194, subsection 3, that remain unencumbered or 26 unobligated as of July 1, 2025, shall be transferred to the 27 vocational-technical tuition grants fund established in section 28 256.192, subsection 8, as enacted in this division of this Act. 29 Sec. 25. REPEAL. Section 256.193, Code 2025, is repealed. 30 DIVISION IX 31 COLLEGE STUDENT AID COMMISSION PROGRAMS 32 Sec. 26. Section 256.212, subsection 6, Code 2025, is 33 amended to read as follows: 34 6. Fund established. An all Iowa opportunity scholarship 35 -28- SF 647.1856 (2) 91 jda/jh 28/ 32
fund is created in the state treasury as a separate fund under 1 the control of the commission. All moneys deposited or paid 2 into the fund are appropriated and made available to the 3 commission to be used for scholarships for students meeting 4 the requirements of this section . Notwithstanding section 5 8.33 , any balance in the fund on June 30 of each fiscal year 6 shall not revert to the general fund of the state, but shall 7 be available for purposes of this section in subsequent fiscal 8 years. Notwithstanding section 12C.7, subsection 2, interest 9 or earnings on moneys in the fund shall be credited to the fund 10 and are appropriated to the college student aid commission 11 for purposes of administering any program described in this 12 subchapter VII, part 4. 13 Sec. 27. Section 256.218, subsection 6, Code 2025, is 14 amended to read as follows: 15 6. A teach Iowa scholar fund is established in the state 16 treasury. The fund shall be administered by the commission and 17 shall consist of moneys appropriated by the general assembly 18 and any other moneys received by the commission for deposit 19 in the fund, including payments collected by the commission 20 pursuant to section 256.219, subsection 7 . The moneys in the 21 fund are appropriated to the commission for the teach Iowa 22 scholar program. Notwithstanding section 8.33 , moneys in 23 the fund at the close of the fiscal year shall not revert to 24 the general fund of the state but shall remain available for 25 expenditure for the teach Iowa scholar program for subsequent 26 fiscal years. Notwithstanding section 12C.7, subsection 2 , 27 interest or earnings on moneys in the fund shall be credited 28 to the fund and are appropriated to the college student aid 29 commission for purposes of administering any program described 30 in this subchapter VII, part 4 . 31 Sec. 28. Section 256.226, subsection 10, Code 2025, is 32 amended to read as follows: 33 10. Trust fund established. A rural veterinary care trust 34 fund is created in the state treasury as a separate fund under 35 -29- SF 647.1856 (2) 91 jda/jh 29/ 32
the control of the commission. The commission may accept 1 gifts, grants, bequests, and other private contributions, as 2 well as state or federal moneys, for deposit in the fund. The 3 commission shall remit all repayments made pursuant to this 4 section to the rural veterinary care trust fund. All moneys 5 deposited or paid into the trust fund are appropriated and 6 made available to the commission to be used for meeting the 7 requirements of this section and increasing the number of 8 veterinarians participating in the program. Moneys in the 9 fund up to the total amount that an eligible individual may 10 receive for an eligible loan in accordance with this section 11 and upon fulfilling the requirements of subsection 4 , shall be 12 considered encumbered for the duration of the agreement entered 13 into pursuant to subsection 4 . Notwithstanding section 8.33 , 14 any balance in the fund on June 30 of each fiscal year shall not 15 revert to the general fund of the state, but shall be available 16 for purposes of this section and to increase the number of 17 veterinarians participating in the program in subsequent fiscal 18 years. Notwithstanding section 12C.7, subsection 2, interest 19 or earnings on moneys in the fund shall be credited to the fund 20 and are appropriated to the college student aid commission 21 for purposes of administering any program described in this 22 subchapter VII, part 4. 23 Sec. 29. Section 256.228, subsection 5, Code 2025, is 24 amended to read as follows: 25 5. Fund created. A future ready Iowa skilled workforce 26 last-dollar scholarship fund is created in the state treasury 27 as a separate fund under the control of the commission. All 28 moneys deposited or paid into the fund are appropriated and 29 made available to the commission to be used for scholarships 30 awarded as provided under this section . Notwithstanding 31 section 8.33 , any balance in the fund on June 30 of each fiscal 32 year shall not revert to the general fund of the state, but 33 shall be available for purposes of this section in subsequent 34 fiscal years. Notwithstanding section 8.33 , any balance in the fund 12 on June 30 of each fiscal year shall not revert to the general 13 fund of the state, but shall be available for purposes of this 14 section in subsequent fiscal years. Notwithstanding section 15 12C.7, subsection 2, interest or earnings on moneys in the 16 fund shall be credited to the fund and are appropriated to the 17 college student aid commission for purposes of administering 18 any program described in this subchapter VII, part 4. 19 Sec. 31. Section 256.230, subsection 8, Code 2025, is 20 amended to read as follows: 21 8. Fund created. An Iowa workforce grant and incentive 22 program fund is created in the state treasury under the control 23 of the commission. All moneys deposited or paid into the 24 fund are appropriated to the commission to be used for grants 25 and incentive payments awarded as provided in this section . 26 Notwithstanding section 8.33 , moneys in the fund that remain 27 unencumbered or unobligated at the close of a fiscal year shall 28 not revert but shall remain available for expenditure for the 29 purposes designated.
