Section 237A.13, subsection 2, paragraph a, Code 4 2025, is amended to read as follows: 5 a. (1) (a) One On or before June 30, 2025, one hundred 6 sixty percent of the federal poverty level applicable to the 7 family size for children needing basic care. 8 (b) Beginning July 1, 2025, and ending June 30, 2026, one 9 hundred seventy percent of the federal poverty level applicable 10 to the family size for children needing basic care. 11 (c) Beginning July 1, 2026, and ending June 30, 2027, one 12 hundred eighty percent of the federal poverty level applicable 13 to the family size for children needing basic care. 14 (d) Beginning July 1, 2027, and ending June 30, 2028, one 15 hundred ninety percent of the federal poverty level applicable 16 to the family size for children needing basic care. 17 (e) On or after July 1, 2028, two hundred percent of 18 the federal poverty level applicable to the family size for 19 children needing basic care. 20 (2) (a) Two On or before June 30, 2025, two hundred percent 21 of the federal poverty level applicable to the family size for 22 children needing special needs care. 23 (b) Beginning July 1, 2025, and ending June 30, 2026, two 24 hundred ten percent of the federal poverty level applicable to 25 the family size for children needing special needs care. 26 (c) Beginning July 1, 2026, and ending June 30, 2027, two 27 hundred twenty percent of the federal poverty level applicable 28 to the family size for children needing special needs care. 29 (d) Beginning July 1, 2027, and ending June 30, 2028, two 30 hundred thirty percent of the federal poverty level applicable 31 to the family size for children needing special needs care. 32 (e) Beginning July 1, 2028, and ending June 30, 2029, two 33 hundred forty percent of the federal poverty level applicable 34 to the family size for children needing special needs care. 35 -1- SF 445.1731 (4) 91 jda/jh 1/ 3 #1. #2.
Sec. ___. Section 237A.13, Code 2025, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 2A. Notwithstanding subsections 1 and 2, 3 if at least one of a child’s parents is under eighteen years of 4 age, the child shall automatically be eligible for state child 5 care assistance. 6 Sec. ___. Section 237A.13, subsection 8, Code 2025, is 7 amended by adding the following new paragraph: 8 NEW PARAGRAPH . e. A child that is eligible for state child 9 care assistance under subsection 2A. > 10 3. Page 21, after line 2 by inserting: 11 < Sec. ___. NEW SECTION . 237A.15 Child care assistance —— 12 temporary enrollment. 13 1. Notwithstanding section 237A.13, subsections 1 and 2, 14 a child shall be temporarily enrolled in the state child care 15 assistance program if all of the following apply: 16 a. The child has at least one sibling that is currently 17 enrolled in the state child care assistance program. 18 b. The provider providing child care to the child’s sibling 19 agreed to provide child care to the child and notified the 20 department of the provider’s agreement. The department shall 21 approve a child as temporarily enrolled in the state child 22 care assistance program within one business day of the date 23 the department received notification, and shall send notice of 24 approval to the provider and the child’s family. 25 c. The child’s family shall have twenty-one calendar days 26 from the date the department approved the child’s temporary 27 enrollment to submit an application to enroll the child in the 28 state child care assistance program under section 237A.13. The 29 department shall have five business days from the date the 30 department receives the application to render a decision on the 31 application. 32 d. A child’s temporary enrollment shall end if the child’s 33 family does not apply for the state child care assistance 34 program under paragraph “c” , or the department renders a 35 -2- SF 445.1731 (4) 91 jda/jh 2/ 3 #3.
decision on the child’s application for the state child care 1 assistance program. 2 2. Upon the department temporarily enrolling a child in the 3 state child care assistance program, the department shall remit 4 payment to the provider providing child care to the child in an 5 amount equal to twenty-eight days of the provider’s full-day 6 child care rate. 7 3. This section shall not be construed to require a provider 8 to provide child care to a child prior to the department 9 approving the child as temporarily enrolled pursuant to 10 subsection 1. > 11 4.
