Senate File 520 S-3118 Amend Senate File 520 as follows: 1 1. By striking everything after the enacting clause and 2 inserting: 3 < DIVISION I 4 REPORTING REQUIREMENTS 5 Section 1. Section 256.7, subsection 23, Code 2025, is 6 amended to read as follows: 7 23. Adopt rules directing the community colleges to 8 annually and uniformly submit data , including individual-level 9 data, from the most recent fiscal year to the community 10 colleges bureau department , using criteria determined and 11 prescribed by the bureau department via the management 12 information system. 13 a. Financial data submitted to the division department by a 14 community college shall be broken down by fund. 15 b. Community colleges shall provide data to the community 16 colleges bureau department by a deadline set by the bureau 17 department . The deadline shall be set for a date that permits 18 the bureau department to include the data in a report submitted 19 for to the state board approval and the general assembly for 20 review by December March 15 of each year by the house and 21 senate standing education committees and the joint subcommittee 22 on education appropriations . 23 c. The department shall include a statewide summary of the 24 financial data submitted in accordance with paragraph “a” in 25 the submit an annual condition of community colleges report , 26 which upon approval of to the state board , shall be submitted 27 to and the general assembly on or before February 1 for review 28 by March 15 of each year. The report must include community 29 college program level educational and employment outcomes 30 reports upon availability of all underlying data. 31 Sec. 2. Section 260C.14, subsection 21, paragraph c, Code 32 2025, is amended to read as follows: 33 c. Section 261E.3, subsection 3, paragraph j, Code 4 2025, is amended to read as follows: 5 j. All eligible postsecondary institutions providing 6 programming under this chapter shall include the unique student 7 identifier assigned to students while in the kindergarten 8 through grade twelve system as a part of the institution’s 9 student data management system. Eligible postsecondary 10 institutions providing programming under this chapter shall 11 cooperate with the department on data requests related to 12 the programming. All eligible postsecondary institutions 13 providing programming under this chapter shall collect data 14 and report to the department on the proportion of females and 15 minorities enrolled in science, technology, engineering, and 16 mathematics-oriented educational opportunities provided in 17 accordance with this chapter . The department shall submit 18 incorporate the programming data and the department’s findings 19 and recommendations in a report to the general assembly 20 annually by January 15 into the annual condition of community 21 colleges report described in section 256.7, subsection 23, 22 paragraph “c” . 23 DIVISION II 24 NATIONAL BOARD CERTIFICATION PROGRAM AND STIPENDS 25 Sec. 4. Section 256.44, subsection 1, unnumbered paragraph 26 1, Code 2025, is amended to read as follows: 27 A national board certification pilot project program is 28 established to be administered by the department of education. 29 A teacher, as defined in section 256.145 , who registers for or 30 achieves national board for professional teaching standards 31 certification, and who is employed by a school district in Iowa 32 and receiving a salary as a classroom teacher, may be eligible 33 for the following: 34 Sec. 5. Section 284.13, subsection 1, paragraph a, Code 35 -2- SF 520.1466 (1) 91 (amending this SF 520 to CONFORM to HF 890) jda/jh 2/ 4
2025, is amended to read as follows: 1 a. (1) For the fiscal year beginning July 1, 2024, and 2 ending June 30, 2025, to the department, the amount of five 3 hundred eight thousand two hundred fifty dollars for the 4 issuance of national board certification awards in accordance 5 with section 256.44 . Of the amount allocated under this 6 paragraph, not less than eighty-five thousand dollars shall 7 be used to administer the ambassador to education position in 8 accordance with section 256.45 . 9 (2) Notwithstanding section 8.33, funds appropriated 10 for purposes of this paragraph which remain unencumbered or 11 unobligated at the close of the fiscal year for which the funds 12 were appropriated shall not revert but shall be available 13 for expenditure by the department for purposes of providing 14 stipends to individuals who receive an advanced dyslexia 15 specialist endorsement from the board of educational examiners. 16 The department shall consider the amount of funds available 17 under this subparagraph when determining the amount of such 18 stipend. 19 Sec. 6. EFFECTIVE DATE. The following, being deemed of 20 immediate importance, takes effect upon enactment: 21 The section of this division of this Act amending section 22 284.13. 23 DIVISION III 24 IOWA EDUCATIONAL SERVICES FOR THE BLIND AND VISUALLY IMPAIRED 25 PROGRAM AND THE IOWA SCHOOL FOR THE DEAF 26 Sec. 7. Section 256.103, Code 2025, is amended to read as 27 follows: 28 256.103 Employees —— contracts —— termination and discharge 29 procedures. 30 1. Sections 279.12 through 279.19B and section 279.27 31 apply to employees of the Iowa educational services for the 32 blind and visually impaired program and employees of the Iowa 33 school for the deaf, who are licensed pursuant to subchapter 34 VII, part 3 . Section 279.27 applies to employees of the Iowa 35 -3- SF 520.1466 (1) 91 (amending this SF 520 to CONFORM to HF 890) jda/jh 3/ 4
educational services for the blind and visually impaired 1 program and employees of the Iowa school for the deaf, whether 2 or not licensed pursuant to subchapter VII, part 3, who are 3 responsible for the care, instruction, or supervision of 4 children. In following those sections in chapter 279 , the 5 references to boards of directors of school districts shall be 6 interpreted to apply to the department. 7 2. Notwithstanding chapter 8A, subchapter IV, the 8 department of administrative services shall, in consultation 9 with the department of education, establish an annual 10 compensation schedule applicable to all employees of the Iowa 11 educational services for the blind and visually impaired 12 program and all employees of the Iowa school for the deaf and 13 shall set the employee benefits for such employees. > 14 2.
