Section 135B.3, Code 2025, is amended to read 4 as follows: 5 135B.3 Licensure. 6 1. No A person or governmental unit, acting severally or 7 jointly with any other person or governmental unit shall not 8 establish, conduct, or maintain a hospital or rural emergency 9 hospital in this state without a license. 10 2. A license shall not be issued or renewed under this 11 chapter for an instrumentality of the government of the 12 People’s Republic of China, an individual who is a citizen 13 of the People’s Republic of China, or a business entity in 14 which a majority interest is owned directly or indirectly by 15 an instrumentality of the government of the People’s Republic 16 of China, or an individual who is a citizen of the People’s 17 Republic of China. 18 3. A license shall not be issued or renewed under this 19 chapter for an instrumentality of the government of the Russian 20 Federation, an individual who is a citizen of the Russian 21 Federation, or a business entity in which a majority interest 22 is owned directly or indirectly by an instrumentality of the 23 government of the Russian Federation, or an individual who is a 24 citizen of the Russian Federation. 25 4. A license shall not be issued or renewed under this 26 chapter for an instrumentality of the government of the 27 Democratic People’s Republic of Korea, an individual who is 28 a citizen of the Democratic People’s Republic of Korea, or a 29 business entity in which a majority interest is owned directly 30 or indirectly by an instrumentality of the government of the 31 Democratic People’s Republic of Korea, or an individual who is 32 a citizen of the Democratic People’s Republic of Korea. 33 Sec. 2. Section 135C.6, subsection 1, Code 2025, is amended 34 to read as follows: 35 -1- SF 572.1256 (2) 91 dg/ko 1/ 3 #1.

1. a. A person or governmental unit acting severally or 1 jointly with any other person or governmental unit shall not 2 establish or operate a health care facility in this state 3 without a license for the facility. 4 b. A supported community living service, as defined in 5 section 225C.21 , is not required to be licensed under this 6 chapter , but is subject to approval under section 225C.21 in 7 order to receive public funding. 8 c. A license shall not be issued or renewed under this 9 chapter for an instrumentality of the government of the 10 People’s Republic of China, an individual who is a citizen 11 of the People’s Republic of China, or a business entity in 12 which a majority interest is owned directly or indirectly by 13 an instrumentality of the government of the People’s Republic 14 of China, or an individual who is a citizen of the People’s 15 Republic of China. 16 d. A license shall not be issued or renewed under this 17 chapter for an instrumentality of the government of the Russian 18 Federation, an individual who is a citizen of the Russian 19 Federation, or a business entity in which a majority interest 20 is owned directly or indirectly by an instrumentality of the 21 government of the Russian Federation, or an individual who is a 22 citizen of the Russian Federation. 23 e.
