Page 12, before line 13 by inserting: 2 < DIVISION ___ 3 WORK GROUP ON PUBLIC SCHOOL EMPLOYEE PARTICIPATION IN STATE 4 HEALTH INSURANCE 5 Sec. ___. WORK GROUP ON PUBLIC SCHOOL EMPLOYEE 6 PARTICIPATION IN STATE HEALTH INSURANCE. 7 1. The department of administrative services shall convene 8 and provide administrative support to a work group that shall 9 examine the feasibility of allowing public school employees to 10 obtain coverage under the state health insurance plan. 11 2. For the purpose of this section, “public school employee” 12 means an individual employed by a school district, including a 13 part-time, substitute, or contract employee. 14 3. The work group shall include all of the following: 15 a. Two members from the department of administrative 16 services, one of whom shall be the director of the department 17 or the director’s designee. 18 b. Two members from a statewide organization representing 19 teachers. 20 c. Two members from a statewide organization representing 21 school board members. 22 d. Two members from a statewide organization representing 23 school administrators. 24 e. Two members from a statewide organization representing 25 the state health insurance plan provider. 26 4. The work group shall submit a report to the governor and 27 the general assembly on or before December 1, 2026. The report 28 must include but is not limited to all of the following: 29 a. A detailed cost analysis of providing health insurance 30 coverage to public school employees and the impact on the state 31 health insurance plan. 32 b. Enrollment metrics. 33 c. e. The financial and operational impact of expanded 1 enrollment eligibility for the state health insurance plan and 2 the members, including cost savings for members and the state. 3 5.
