birthing
hospital
fund.

As
used
in
this
section,
“birthing
hospital”
means
the

same
as
defined
in
section
135.131.

2.
A
rural
birthing
hospital
fund
is
created
in
the
state
8
treasury
under
the
control
of
the
department.
Moneys
in
the
9
fund
are
appropriated
to
the
department
to
distribute
grants
10
for
the
purpose
of
expanding
access
to
birthing
hospitals
11
across
the
state,
including
funding
the
establishment
of
12
birthing
hospitals
in
rural
areas
of
the
state
that
experienced
13
closures
of
birthing
hospitals
from
July
1,
2021,
through
July
14
1,
2026.

3.
Notwithstanding
section
8.33,
moneys
appropriated
in
16
this
section
that
remain
unencumbered
or
unobligated
at
the
17
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
18
available
for
expenditure
for
the
purposes
designated
until
the
19
close
of
the
succeeding
fiscal
year.
20
4.
Notwithstanding
section
12C.7,
subsection
2,
interest
or
21
earnings
on
moneys
in
the
fund
shall
be
credited
to
the
fund.

APPROPRIATION.
There
is
appropriated
from
the
general
fund
of

the
state
to
the
department
of
health
and
human
services
for

fiscal
year

the

amount,
or
so
much
thereof
as
is
necessary,

to
be
used
for
the
purposes
designated:
