For 6 the fiscal year beginning July 1, 2026, and ending June 30, 7 2027, the state board of regents may use notes, bonds, or 8 other evidences of indebtedness issued under section 262.48 to 9 finance projects that will result in energy cost savings in an 10 amount that will cause the state board to recover the cost of 11 the projects within an average of six years. 12 DIVISION IV 13 STANDING APPROPRIATIONS 14 Sec. 8. AT-RISK CHILDREN. Notwithstanding the standing 15 appropriation in section 279.51 for the fiscal year beginning 16 July 1, 2026, and ending June 30, 2027, the amount appropriated 17 from the general fund of the state to the department of 18 education for programs for at-risk children under section 19 279.51 shall not be more than $10,524,389. The amount of any 20 reduction in this section shall be prorated among the programs 21 specified in section 279.51, subsection 1, paragraphs “a”, “b”, 22 and “c”. 23 Sec. 9. WORK-STUDY APPROPRIATION. Notwithstanding section 24 256.209, for the fiscal year beginning July 1, 2026, and 25 ending June 30, 2027, the amount appropriated from the general 26 fund of the state to the college student aid commission of 27 the department of education for the work-study program under 28 section 256.209 shall be zero. 29 DIVISION V 30 STATE PROGRAM ALLOCATION 31 Sec. 10. Section 284.13, subsection 1, paragraph a, 32 subparagraph (1), Code 2026, is amended to read as follows: 33 (1) For the fiscal year beginning July 1, 2025 2026 , and 34 ending June 30, 2026 2027 , to the department, the amount of 35 -20- HF 2783.4381 (1) 91 jda/jh 20/ 28
five hundred eight thousand two hundred fifty dollars for the 1 issuance of national board certification awards in accordance 2 with section 256.44 . Of the amount allocated under this 3 paragraph, not less than eighty-five thousand dollars shall 4 be used to administer the ambassador to education position in 5 accordance with section 256.45 . 6 Sec. 11. Section 284.13, subsection 1, paragraphs b, c, e, 7 f, and g, Code 2026, are amended to read as follows: 8 b. For the fiscal year beginning July 1, 2025 2026 , and 9 ending June 30, 2026 2027 , up to seven hundred twenty-eight 10 thousand two hundred sixteen dollars to the department for 11 purposes of implementing the professional development program 12 requirements of section 284.6 , assistance in developing model 13 evidence for teacher quality committees established pursuant to 14 section 284.4, subsection 1 , paragraph “b” , and the evaluator 15 training program in section 284.10 . A portion of the funds 16 allocated to the department for purposes of this paragraph may 17 be used by the department for administrative purposes and for 18 not more than four full-time equivalent positions. 19 c. For the fiscal year beginning July 1, 2025 2026 , 20 and ending June 30, 2026 2027 , an amount up to one million 21 seventy-seven thousand eight hundred ten dollars to the 22 department for the establishment of teacher development 23 academies in accordance with section 284.6, subsection 10 . A 24 portion of the funds allocated to the department for purposes 25 of this paragraph may be used for administrative purposes. 26 e. For the fiscal year beginning July 1, 2025 2026 , and 27 ending June 30, 2026 2027 , to the department an amount up to 28 fifty thousand dollars for purposes of the fine arts beginning 29 teacher mentoring program established under section 256.34 . 30 f. For the fiscal year beginning July 1, 2025 2026 , and 31 ending June 30, 2026 2027 , to the department an amount up 32 to six hundred twenty-six thousand one hundred ninety-one 33 dollars shall be used by the department for a delivery system, 34 in collaboration with area education agencies, to assist in 35 -21- HF 2783.4381 (1) 91 jda/jh 21/ 28
implementing the career paths and leadership roles considered 1 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 2 not limited to planning grants to school districts and area 3 education agencies, technical assistance for the department, 4 technical assistance for districts and area education agencies, 5 training and staff development, and the contracting of external 6 expertise and services. In using moneys allocated for purposes 7 of this paragraph, the department shall give priority to school 8 districts with certified enrollments of fewer than six hundred 9 students. A portion of the moneys allocated annually to the 10 department for purposes of this paragraph may be used by the 11 department for administrative purposes and for not more than 12 five full-time equivalent positions. 13 g. For the fiscal year beginning July 1, 2026 2027 , and 14 for each subsequent fiscal year, to the department, ten 15 million dollars for purposes of implementing the supplemental 16 assistance for high-need schools provisions of section 284.11 . 17 Annually, of the moneys allocated to the department for 18 purposes of this paragraph, up to one hundred thousand dollars 19 may be used by the department for administrative purposes and 20 for not more than one full-time equivalent position. 21 DIVISION VI 22 IOWA TUITION GRANTS 23 Sec. 12. Section 256.183, subsection 3, Code 2026, is 24 amended to read as follows: 25 3. “Eligible institution” means an institution of higher 26 learning located in Iowa which is operated privately and 27 not controlled or administered by any state agency or any 28 subdivision of the state, which is not exempt from taxation 29 under section 501(c)(3) of the Internal Revenue Code, and 30 which meets all of the criteria in subsection 1 , paragraphs 31 “d” through “k” , and is a school of barbering and cosmetology 32 arts and sciences licensed under chapter 157 and is accredited 33 by a national accrediting agency recognized by the United 34 States department of education. For the fiscal year beginning 35 -22- HF 2783.4381 (1) 91 jda/jh 22/ 28
July 1, 2017, such a school of barbering and cosmetology arts 1 and sciences shall provide a matching aggregate amount of 2 institutional financial aid equal to at least seventy-five 3 percent of the amount received by the institution’s students 4 for Iowa tuition grant assistance under section 256.191 . For 5 the fiscal year beginning July 1, 2018, the school of barbering 6 and cosmetology arts and sciences shall provide a matching 7 aggregate amount of institutional financial aid equal to at 8 least eighty-five percent of the amount received in that fiscal 9 year. Commencing with the fiscal year beginning July 1, 2019, 10 and each succeeding fiscal year, the matching aggregate amount 11 of institutional financial aid shall be at least equal to the 12 match provided by eligible institutions under section 261.9, 13 subsection 3 , paragraph “a” , Code 2023. 14 Sec. 13. Section 256.192, subsections 1, 2, 4, and 5, Code 15 2026, are amended to read as follows: 16 1. A vocational-technical tuition grant may be awarded to 17 any resident of Iowa who establishes financial need and who is 18 admitted and in attendance as a full-time or part-time student 19 in a any of the following: 20 a. A vocational-technical or career option program at a 21 community college in the state , and who establishes financial 22 need . 23 b. An eligible institution. 24 2. All classes, including liberal arts classes, identified 25 by the community college or eligible institution as required 26 for completion of the student’s vocational-technical or 27 career option program , or barbering and cosmetology arts 28 and sciences program, shall be considered a part of the 29 student’s vocational-technical or career option program 30 or barbering and cosmetology arts and sciences program for 31 the purpose of determining the student’s eligibility for a 32 grant. Notwithstanding subsection 3 , if a student is making 33 satisfactory academic progress but the student cannot complete 34 a vocational-technical or career option program or barbering 35 -23- HF 2783.4381 (1) 91 jda/jh 23/ 28
and cosmetology arts and sciences program in the time frame 1 allowed for a student to receive a vocational-technical tuition 2 grant as provided in subsection 3 because additional classes 3 are required to complete the program, the student may continue 4 to receive a vocational-technical tuition grant for not more 5 than one additional enrollment period. 6 4. a. (1) The amount of a vocational-technical tuition 7 grant to a qualified full-time student who is enrolled in a 8 vocational-technical or career option program at a community 9 college shall not exceed the lesser of one thousand two hundred 10 dollars per year or the amount of the student’s established 11 financial need. 12 b. (2) The amount of a vocational-technical tuition 13 grant to a qualified part-time student who is enrolled in a 14 vocational-technical or career option program at a community 15 college in a course of study including at least three semester 16 hours but fewer than twelve semester hours or the trimester 17 or quarter equivalent shall be equal to the amount of a 18 vocational-technical tuition grant that would be paid to a 19 full-time student, except that the commission shall prorate 20 the amount in a manner consistent with the federal Pell grant 21 program proration. 22 b. (1) The amount of a vocational-technical tuition 23 grant to a qualified full-time student who is enrolled in an 24 eligible institution for the fall and spring semesters, or the 25 equivalent, shall be the amount of the student’s financial need 26 for that period not to exceed six thousand dollars. 27 (2) The amount of a vocational-technical tuition grant to 28 a qualified full-time student who is enrolled in an eligible 29 institution for the summer semester or equivalent shall be 30 one-half the amount of the vocational-technical tuition grant 31 the student receives under subparagraph (1). 32 (3) The amount of a vocational-technical tuition grant to 33 a qualified part-time student who is enrolled in an eligible 34 institution in a course of study including at least three 35 -24- HF 2783.4381 (1) 91 jda/jh 24/ 28
semester hours but fewer than twelve semester hours for the 1 fall, spring, and summer semesters, or the equivalent, shall be 2 equal to the amount of a tuition grant that would be paid to a 3 full-time student times a number which represents the number 4 of hours in which the part-time student is actually enrolled 5 divided by twelve semester hours, or the equivalent. 6 (4) If a qualified student receives financial aid under any 7 other program, the full amount of such financial aid shall be 8 considered part of the student’s financial resources available 9 in determining the amount of the student’s financial need 10 for that period. In no case may the state’s total financial 11 contribution to the student’s education, including financial 12 aid under any other state or federal program, exceed the 13 tuition and mandatory fees at the eligible institution the 14 student attends. 15 5. A vocational-technical tuition grant shall be awarded 16 on an annual basis, requiring reapplication by the student for 17 each year. Payments under the grant shall be allocated equally 18 among the semesters or quarters of the year upon certification 19 by the institution community college or eligible institution 20 that the student is in full-time or part-time attendance 21 in a vocational-technical or career option program or a 22 barbering and cosmetology arts and sciences program , as defined 23 under rules of the department. If the student discontinues 24 attendance before the end of any term after receiving payment 25 of the grant, the entire amount of any refund due that student, 26 up to the amount of any payments made under the annual grant, 27 shall be paid by the institution community college or eligible 28 institution to the state. 29 Sec. 14. Section 256.194, subsection 2, Code 2026, is 30 amended by striking the subsection. 31 Sec. 15. Section 256.194, subsection 3, Code 2026, is 32 amended to read as follows: 33 3. For each fiscal year beginning on or after July 1, 2025, 34 there is appropriated from the general fund of the state to 35 -25- HF 2783.4381 (1) 91 jda/jh 25/ 28
the commission for deposit in the vocational-technical tuition 1 grants fund established in section 256.192, subsection 8 , the 2 sum of one million seven hundred fifty thousand one hundred 3 eighty-five one million eight hundred sixty-three thousand 4 ninety-nine dollars. 5 Sec. 16. REPEAL. Section 256.191, Code 2026, is repealed. 6 Sec. 17. TRANSFER OF MONEYS. Any moneys appropriated to 7 the college student aid commission for purposes of the Iowa 8 tuition grants for-profit institutions fund established in 9 section 256.191, subsection 8, that remain unencumbered or 10 unobligated as of July 1, 2026, shall be transferred to the 11 vocational-technical tuition grants fund established in section 12 256.192, subsection 8. 13 DIVISION VII 14 IOWA SPECIAL EDUCATION COUNCIL —— REPEAL 15 Sec. 18. REPEAL. Section 256.35B, Code 2026, is repealed. 16 DIVISION VIII 17 DEPARTMENT OF EDUCATION —— REPORTING REQUIREMENTS RELATED TO 18 ANTIBULLYING PROGRAMMING 19 Sec. 19. Section 279.51A, subsection 5, Code 2026, is 20 amended to read as follows: 21 5. a. Each school district shall report to the department 22 of education, in a manner prescribed by the department, an 23 annual count of all incidents of violence that result in 24 injury or property damage or assault by a student in a school 25 building, on school grounds, or at a school-sponsored function, 26 and any time a student is referred for the use of or transfer 27 to a therapeutic classroom. The report shall include but not 28 be limited to demographic information on students reported as 29 victims and reported as perpetrators of incidents of violence 30 that result in injury or property damage or assault, including 31 but not limited to disaggregated information on race, gender, 32 national origin, age, grade level, and disability, along with 33 any other data required for the department to implement the 34 federal Elementary and Secondary Education Act, as amended by 35 -26- HF 2783.4381 (1) 91 jda/jh 26/ 28
the federal Every Student Succeeds Act, Pub. L. No. 114-95, 1 with appropriate safeguards to ensure student privacy. The 2 department shall compile the reports. 3 b. The department shall compile and summarize the reports, 4 categorized by behavior, and shall submit the summary an annual 5 report to the general assembly by on or before November 1 6 annually each year that contains all of the following: 7 (1) A summary of the annual reports compiled pursuant to 8 paragraph “a” . 9 (2) A description of the department’s antibullying 10 programming and current and projected expenditures for the 11 antibullying programming for the immediately preceding fiscal 12 year. 13 c. A teacher or administrator who submits a report in 14 accordance with this section and who meets the requirements of 15 section 280.27 or section 613.21 shall be immune from civil 16 or criminal liability relating to such action, as well as for 17 participating in any administrative or judicial proceeding 18 resulting from or relating to the report pursuant to the 19 provisions of sections 280.27 and 613.21 . The provisions of 20 section 70A.29 shall apply to a teacher or administrator who 21 submits a report in accordance with this section or who reports 22 an incident of violence or assault to a local law enforcement 23 agency in good faith and without fraudulent intent or the 24 intent to deceive. Personal information regarding a student 25 in a report submitted pursuant to this section shall be kept 26 confidential as required under the federal Family Educational 27 Rights and Privacy Act, 20 U.S.C. §1232g, and in the same 28 manner as personal information in student records maintained, 29 created, collected, or assembled by or for a school corporation 30 or educational institution in accordance with section 22.7, 31 subsection 1 . 32 DIVISION IX 33 BOARD OF EDUCATIONAL EXAMINERS —— FEES 34 Sec. 20. Section 256.155, subsections 2 and 3, Code 2026, 35 -27- HF 2783.4381 (1) 91 jda/jh 27/ 28
are amended to read as follows: 1 2. Licensing fees are payable to the treasurer of state and 2 shall be deposited with the executive director of the board. 3 The executive director shall deposit twenty-five percent of 4 the fees collected annually with the treasurer of state and 5 the fees shall be credited to the general fund of the state. 6 The remaining licensing fees Licensing fees collected during 7 the fiscal year shall be retained by and are appropriated to 8 the board for the purposes related to the board’s duties. 9 Notwithstanding section 8.33 , licensing fees retained by and 10 appropriated to the board pursuant to this section that remain 11 unencumbered or unobligated at the close of the fiscal year 12 shall not revert but shall remain available for expenditure for 13 the activities of the board as provided in this part until the 14 close of the succeeding fiscal year. 15 3. The executive director shall keep an accurate and 16 detailed account of fees received, including fees paid to the 17 treasurer of state and fees retained by the board. > 18 2.
