Section 602.1401, subsections 1 and 5, Code 2026, 16 are amended to read as follows: 17 1. The supreme court shall establish, and may amend, a 18 personnel system and a pay and benefits plan for judicial 19 officers, the state court administrator, and court employees. 20 The personnel system shall include a designation by position 21 title, classification, and function of each position or class 22 of positions within the judicial branch. Reasonable efforts 23 shall be made to accommodate the individual staffing and 24 management practices of the respective clerks of the district 25 court. The personnel system, in the employment of court 26 employees, shall not discriminate on the basis of race, creed, 27 color, sex, national origin, religion, physical disability, or 28 political party preference. The supreme court, in establishing 29 the personnel system, shall implement the comparable worth 30 directives issued by the state court administrator under 31 section 602.1204, subsection 2 . The personnel system 32 shall include the prohibitions against sexual harassment of 33 full-time, part-time, and temporary employees set out in 34 section 19B.12 , and shall include a grievance procedure for 35 -1- H 8413.4282 (2) 91 lh/ns 1/ 3 #1. #2. #3. #4. #5.
discriminatory harassment. The personnel system shall develop 1 and distribute at the time of hiring or orientation, a guide 2 that describes for employees the applicable sexual harassment 3 prohibitions and grievance, violation, and disposition 4 procedures. This subsection does not supersede the remedies 5 provided under chapter 216 . 6 5. The pay and benefits plan shall set the compensation and 7 benefits of judicial officers, the state court administrator, 8 and court employees within the funds appropriated by the 9 general assembly. 10 Sec. ___. Section 602.1502, subsection 1, Code 2026, is 11 amended by striking the subsection. 12 Sec. ___. Section 602.6808, subsection 1, if enacted by 13 2026 Iowa Acts, Senate File 639, section 8, is amended to read 14 as follows: 15 1. A judge of the business court shall receive the annual 16 salary set for a district judge under section 602.1501 17 602.1401 . 18 Sec. ___. Section 602.9104, subsection 1, paragraph a, Code 19 2026, is amended to read as follows: 20 a. A judge to whom this article applies shall be paid an 21 amount equal to the basic salary of the judge as set by the 22 general assembly pursuant to section 602.1401 reduced by an 23 amount designated as the judge’s required contribution to the 24 judicial retirement fund. The amount designated as the judge’s 25 required contribution shall be paid by the state in the manner 26 provided in subsection 2 . 27 Sec. ___. Section 602.9204, subsection 1, paragraph a, Code 28 2026, is amended to read as follows: 29 a. A judge who retires on or after July 1, 1994, and who 30 is appointed a senior judge under section 602.9203 shall be 31 paid a salary as determined by the general assembly pursuant to 32 section 602.1401 . 33 Sec. ___. follows: 1 1. A magistrate who retires on or after the effective date 2 of this division of this Act, and who is appointed a senior 3 magistrate under section 602.9302, shall be paid a salary 4 as determined by the general assembly pursuant to section 5 602.1401 . 6 Sec. ___. REPEAL. 2026 Iowa Acts, House File 2706, sections 7 35, 36, and 37, if enacted, are repealed. 8 Sec. ___. REPEAL. Section 602.1501, Code 2026, is repealed. 9 Sec. ___. JUDICIAL OFFICERS —— CURRENT SALARY RATES 10 SUPERSEDED. For purposes of 2025 Iowa Acts, chapter 158, 11 section 6, subsection 1, this division of this Act shall be 12 deemed as the provision of salary rates for judicial officers 13 by the general assembly for fiscal years subsequent to the 14 fiscal year beginning July 1, 2025. 15 Sec. ___. JUDICIAL OFFICER SALARY INCREASE. It is the 16 intent of the general assembly that the judicial branch 17 increase the salaries for judicial officers by four and 18 three-tenths percent for the fiscal year beginning July 1, 19 2026, and ending June 30, 2027. 20 Sec. ___.
