FINDING
AND
INTENT.
The
general

assembly
finds
and
declares
all
of
the
following:

Accredited
private
institutions,
as
defined
in
section

256.183,
have
expressed
a
desire
to
avoid
competition
in
the
21
area
of
higher
education.

2.
Under
Iowa
law,
accredited
private
institutions
may
23
offer
academic
programs
that
result
in
the
conferring
of
an
24
associate
degree.
25
3.
Under
Iowa
law,
community
colleges
established
under
26
chapter
260C
are
not
authorized
to
offer
academic
programs
that
27
result
in
the
conferring
of
a
bachelor’s
degree.
28
4.
The
general
assembly
appropriates
millions
of
dollars
29
each
year
to
the
Iowa
tuition
grants
program,
which
provides
30
tuition
grants
to
students
who
attend
accredited
private
31
institutions.

5.
It
is
the
intent
of
the
general
assembly
that
the
33
provisions
of
this
division
of
this
Act
amending
the
definition

of
accredited
private
institution
in
section
256.183
