Page 1, line 13, after < States. > by inserting < However, 2 the department may print and issue a temporary paper driver’s 3 license or nonoperator’s identification card that is valid 4 for three months to a person who is unable to provide proof 5 that the person is a United States citizen. A person may present and the department shall accept 10 any of the following documents, including a legible digital or 11 paper copy of such, as proof that the person is a United States 12 citizen: 13 (1) A birth certificate issued by this state or another 14 state, district, territory, or possession of the United States, 15 excluding American Samoa. 16 (2) A certificate of live birth issued in the normal course 17 of operation by a qualified hospital, medical center, birthing 18 center, appropriately licensed medical professional, or person 19 employed as administrative staff to support such professional 20 or institution in this state or another state, district, 21 territory, or possession of the United States, excluding 22 American Samoa. 23 (3) A United States passport, regardless of the expiration 24 date on the passport, but excluding a United States passport 25 or travel document issued to a person born in American Samoa; 26 issued to a person pursuant to the convention relating to the 27 status of refugees, commonly referred to as the 1951 refugee 28 convention; issued to a person pursuant to the convention on 29 the reduction of statelessness, commonly referred to as the 30 1954 statelessness convention; or issued for any other reason 31 to a person who is not a United States citizen. 32 (4) An identification card issued by the United States 33 department of the interior bureau of Indian affairs, or a 34 tribal treaty card or tribal enrollment card issued by a 35 -1- SF 2187.3776 (3) 91 th/ns 1/ 3 #1. #2.
federally recognized tribe or a tribe recognized by this state. 1 (5) A naturalization certificate issued by the United 2 States citizenship and immigration services or other document 3 or method of proof established under the federal Immigration 4 Reform and Control Act of 1986, Pub. L. No. 99-603. 5 b. The department may accept, as proof that a person is a 6 United States citizen, any other document that the department 7 determines sufficiently verifies United States citizenship. > 8 3. Section 321.189, subsection 2, paragraph a, Code 11 2026, is amended to read as follows: 12 a. Appearing on the driver’s license shall be a 13 distinguishing number assigned to the licensee; the licensee’s 14 full name, date of birth, sex, and residence address; a color 15 photograph; a physical description of the licensee; the name of 16 the state; the dates of issuance and expiration; and the usual 17 signature of the licensee. The license shall identify the 18 class of vehicle the licensee may operate and the applicable 19 endorsements and restrictions which the department shall 20 require by rule. The word “Non-citizen” must appear at the top 21 of a license issued to a person who does not verify or prove 22 that the person is a United States citizen pursuant to section 23 321.183A. 24 Sec. ___. Section 321.190, subsection 1, paragraph a, Code 25 2026, is amended to read as follows: 26 a. The department shall, upon application and payment 27 of the required fee, issue to an applicant a nonoperator’s 28 identification card. To be valid the card shall bear a 29 distinguishing number other than a social security number 30 assigned to the cardholder, the full name, date of birth, 31 sex, residence address, a physical description and a color 32 photograph of the cardholder, the usual signature of the 33 cardholder, and such other information as the department may 34 require by rule. top of a card issued to a person who does not verify or prove 1 that the person is a United States citizen pursuant to section 2 321.183A. An applicant for a nonoperator’s identification card 3 shall apply for the card in the manner provided in section 4 321.182, subsections 1 through 3 . The card shall be issued to 5 the applicant at the time of application pursuant to procedures 6 established by rule. An applicant for a nonoperator’s 7 identification card who is required by 50 U.S.C. app. §451 8 et seq. to register with the United States selective service 9 system shall be registered by the department with the selective 10 service system as provided in section 321.183 . 11 Sec. ___. APPLICABILITY. This Act applies to driver’s 12 licenses and nonoperator’s identification cards applied for, 13 issued, or renewed on or after March 1, 2027, or the date the 14 department of transportation submits to the Iowa administrative 15 code editor for publication in the Iowa administrative 16 bulletin a statement by the director of transportation that 17 the applicable phase of the department of transportation’s 18 new records system is implemented, whichever is earlier. The 19 department shall also forward a copy of the statement to the 20 Iowa Code editor. > 21 5.
