card

security

by
the
department
with

APPLICABILITY.
This
Act
applies
to
driver’s
12
licenses
and
nonoperator’s
identification
cards
applied
for,
13
issued,
or
renewed
on
or
after
March
1,
2027,
or
the
date
the
14
department
of
transportation
submits
to
the
Iowa
administrative
15
code
editor
for
publication
in
the
Iowa
administrative
16
bulletin
a
statement
by
the
director
of
transportation
that
17
the
applicable
phase
of
the
department
of
transportation’s
18
new
records
system
is
implemented,
whichever
is
earlier.
The
19
department
shall
also
forward
a
copy
of
the
statement
to
the
20
Iowa
Code
editor.
