Prior
to
the

of

permit

approval
for

conversion
facility,
the
applicant
shall
submit

the
local
authority
a
microplastic
and
fiberglass
emission

mitigation
plan.
The
plan
shall
be
prepared
by
a
qualified
6
environmental
scientist
or
professional
engineer
licensed
in
7
the
state
of
Iowa
and
shall
include
all
of
the
following:

(1)
An
assessment
of
the
composition
of
all
turbine
blade
9
materials,
including
fiberglass,
epoxy
resin,
polyurethane
10
coatings,
and
any
materials
containing
bisphenol
A
or
other
11
substances
listed
on
the
United
States
environmental
protection
12
agency’s
priority
pollutant
list.
13
(2)
An
estimate
of
the
annual
rate
of
leading
edge
erosion
14
for
each
turbine
model
proposed,
expressed
in
grams
per
year
15
per
blade,
based
on
peer-reviewed
scientific
literature
or
16
manufacturer
data
applicable
to
the
wind
and
precipitation
17
conditions
at
the
proposed
site.
18
(3)
An
analysis
of
the
likely
dispersion
pattern
of
19
microplastic
and
fiberglass
particles
from
blade
erosion,
20
including
modeling
of
wind-driven
particle
transport,
with
21
specific
reference
to
all
agricultural
land,
watercourses,
22
drainage
ditches,
wetlands,
and
potable
water
sources
within
23
one
mile
of
any
proposed
turbine
location.

(4)
A
description
of
the
blade
coating
and
leading
edge
25
protection
systems
to
be
employed,
including
the
manufacturer’s
26
specifications
for
erosion
resistance
and
estimated
effective
27
lifespan
of
such
systems.

(5)
A
schedule
for
inspection
and
maintenance
of
blade
29
coatings
and
leading
edge
protection
systems,
including
the
30
criteria
that
will
trigger
recoating
or
blade
replacement.

(6)
A
remediation
plan
describing
the
measures
the
32
applicant
will
take
to
identify
and
remove
fiberglass
or
33
microplastic
contamination
of
soil,
water,
or
agricultural
34
products
on
nonparticipating
property
should
such
contamination

occur,
whether
from
gradual
erosion
or
catastrophic
blade

failure.

b.
The
local
authority
shall
not
approve
the
application
3
unless
the
local
authority
finds
that
the
microplastic
and
4
fiberglass
emission
mitigation
plan,
submitted
pursuant
to
5
paragraph
“a”
,
adequately
addresses
the
risk
of
microplastic
6
and
fiberglass
contamination
to
agricultural
land,
water
7
resources,
and
human
health
within
the
affected
area.

c.
The
applicant
shall
file
an
updated
microplastic
and
9
fiberglass
emission
mitigation
plan
with
the
local
authority
10
no
less
frequently
than
every
five
years
following
initial
11
commercial
operation,
or
within
sixty
days
following
any
12
catastrophic
blade
failure
event,
whichever
is
sooner.
13
d.
The
microplastic
and
fiberglass
emission
mitigation
plan,
14
submitted
pursuant
to
paragraph
“a”
,
and
all
updates
thereto
15
shall
be
public
records
available
for
inspection
at
the
office
16
of
the
county
recorder.
17
e.
This
subsection
shall
not
apply
to
a
renewable
electric
18
power
generation
facility
that
does
not
include
a
wind
energy
19
conversion
facility.
