The director shall establish, publish, and enforce 5 rules regulating and restricting the use by the public of the 6 capitol buildings and grounds and of the state laboratories 7 facility in Ankeny. The rules when established shall be posted 8 in conspicuous places about the capitol buildings and grounds 9 and the state laboratories facility, as applicable. Any person 10 violating any rule, except a parking regulation, shall be 11 guilty of a simple misdemeanor. 12 b. The rules shall prohibit a person, other than a peace 13 officer, from openly carrying a pistol or revolver in the 14 capitol building and on the grounds surrounding the capitol 15 building including state parking lots and parking garages. 16 However, this subsection paragraph shall not be construed 17 to allow the director to prohibit the lawful carrying, 18 transportation, or possession of any pistol or revolver in the 19 capitol building and on the grounds surrounding the capitol 20 building including state parking lots and parking garages by 21 any person regardless of whether the person has a valid permit 22 to carry weapons. 23 c. The rules shall not prohibit a person from holding more 24 than one event per calendar year on the capitol complex. > 25 2.
