It is the intent of the 5 general assembly to do all of the following: 6 1. Prioritize and expand children’s participation in youth 7 sports and active play. 8 2. Promote the physical, mental, and civic benefits of daily 9 movement, exercise, and good nutrition. 10 Sec. ___. Section 256.11, subsection 3, paragraph a, 11 subparagraph (6), Code 2026, is amended to read as follows: 12 (6) Physical education. Each student shall be required to 13 participate in physical education for at least thirty minutes 14 during each school day. The physical education curriculum 15 shall include an assessment of the physical fitness of students 16 who are physically able using the presidential physical fitness 17 test. 18 Sec. ___. Section 256.11, subsection 4, paragraph a, 19 subparagraph (8), Code 2026, is amended to read as follows: 20 (8) Physical education. Each student shall be required to 21 participate in physical education for at least thirty minutes 22 during each school day. The physical education curriculum 23 shall include an assessment of the physical fitness of students 24 who are physically able using the presidential physical fitness 25 test. 26 Sec. ___. Section 256.11, subsection 5, paragraph g, Code 27 2026, is amended to read as follows: 28 g. (1) All students physically able shall be required 29 to participate in a minimum of one-eighth unit of physical 30 education activities during each semester they are enrolled in 31 school except as otherwise provided in this paragraph. the student outside the school environment and after graduation 1 from high school. 2 (b) Include an assessment of the physical fitness of 3 students who are physically able using the presidential 4 physical fitness test. 5 (2) (a) A student who meets the requirements of this 6 paragraph subparagraph shall be excused from the physical 7 education activities requirement under subparagraph (1) by the 8 principal of the school in which the student is enrolled if 9 the parent or guardian of the student requests in writing that 10 the student be excused from the physical education activities 11 requirement. A student who wishes to be excused from the 12 physical education activities requirement must be seeking to be 13 excused in order to enroll in academic courses not otherwise 14 available to the student, or be enrolled or participating in 15 any of the following: 16 (a) (i) A work-based learning program or other educational 17 program authorized by the school which requires the student to 18 leave the school premises for specified periods of time during 19 the school day. 20 (b) (ii) An activity that is sponsored by the school in 21 which the student is enrolled which requires at least as much 22 physical activity per week as one-eighth unit of physical 23 education activities . 24 (2) (b) The principal of the school shall inform the 25 superintendent of the school district or nonpublic school that 26 the student has been excused. Physical education activities 27 shall emphasize leisure time activities which will benefit the 28 student outside the school environment and after graduation 29 from high school. 30 (3) A student who is enrolled in a junior reserve officers’ 31 training corps shall not be required to participate in physical 32 education activities under subparagraph (1) or to meet the 33 physical activity requirements of subsection 6 , paragraph 34 “b” , subparagraph (2), but shall receive one-eighth unit of 35 -2- HF 2676.3031 (1) 91 ss/ko 2/ 5
physical education activities credit for each semester, or the 1 equivalent, of junior reserve officers’ training corps the 2 student completes. 3 Sec. ___. Section 256.11, subsection 6, paragraph b, 4 subparagraphs (1) and (2), Code 2026, are amended to read as 5 follows: 6 (1) All In addition to the physical education curriculum 7 required under subsection 3, physically able students in 8 kindergarten through grade five shall be required to engage in 9 a physical activity for a minimum of thirty minutes per school 10 day. 11 (2) All physically able students in grades six nine through 12 twelve shall be required to engage in a physical activity for 13 a minimum of one hundred twenty minutes per week. A student 14 participating in an organized and supervised athletic program 15 or non-school-sponsored extracurricular activity which requires 16 the student to participate in physical activity for a minimum 17 of one hundred twenty minutes per week is exempt from the 18 requirements of this subparagraph. 19 Sec. ___. Section 256.11, subsection 6, paragraph b, Code 20 2026, is amended by adding the following new subparagraph: 21 NEW SUBPARAGRAPH . (02) In addition to the physical 22 education curriculum required under subsections 3 and 4, as 23 applicable, physically able students in grades six through 24 eight shall be required to engage in a physical activity for a 25 minimum of twenty minutes per school day and one hundred fifty 26 minutes per week. 27 Sec. ___. Section 256E.7, subsection 2, paragraph h, Code 28 2026, is amended by adding the following new subparagraph: 29 NEW SUBPARAGRAPH . (02) The educational standards of 30 section 256.11 relating to the physical education and physical 31 activity requirements for students enrolled in grades one 32 through twelve. 33 Sec. ___. Section 256E.7, subsection 2, Code 2026, is 34 amended by adding the following new paragraph: 35 -3- HF 2676.3031 (1) 91 ss/ko 3/ 5
NEW PARAGRAPH . 0s. Be subject to and comply with 1 the requirements of section 279.89 relating to required 2 participation of students enrolled in grades nine through 3 twelve in at least one cocurricular or extracurricular activity 4 as a condition of graduation. 5 Sec. ___. Section 256F.4, subsection 2, Code 2026, is 6 amended by adding the following new paragraphs: 7 NEW PARAGRAPH . 0q. Be subject to and comply with the 8 requirements of section 256.11 relating to the physical 9 education and physical activity requirements for students 10 enrolled in grades one through twelve in the same manner as a 11 school district. 12 NEW PARAGRAPH . 0s. Be subject to and comply with 13 the requirements of section 279.89 relating to required 14 participation of students enrolled in grades nine through 15 twelve in at least one cocurricular or extracurricular activity 16 as a condition of graduation. 17 Sec. ___. NEW SECTION . 279.89 Required participation in a 18 cocurricular or extracurricular activity. 19 1. For purposes of this section: 20 a. “Cocurricular activity” means any school-supervised 21 activity that occurs outside of the traditional classroom 22 setting and that complements the regular curriculum. 23 “Cocurricular activity” includes but is not limited to all of 24 the following: 25 (1) Student government. 26 (2) Theater. 27 (3) Yearbook. 28 (4) Involvement with the national FFA organization. 29 (5) Competitive mathematics. 30 b. “Extracurricular activity” means any school-supervised 31 activity that occurs outside of the traditional classroom 32 setting and that does not directly complement the regular 33 curriculum. “Extracurricular activity” includes but is not 34 limited to all of the following: 35 -4- HF 2676.3031 (1) 91 ss/ko 4/ 5
(1) Athletic contests or competitions. 1 (2) Dance. 2 (3) Band. 3 (4) Show choir. 4 (5) Robotics. 5 (6) Debate. 6 2. The board of directors of each school district 7 shall require that all students enrolled in grades nine 8 through twelve participate in at least one cocurricular or 9 extracurricular activity as a condition of graduation. 10 3. The state board of education shall adopt rules pursuant 11 to chapter 17A to administer this section. 12 Sec. ___. STATE MANDATE FUNDING SPECIFIED. In accordance 13 with section 25B.2, subsection 3, the state cost of requiring 14 compliance with any state mandate included in this division 15 of this Act shall be paid by a school district from state 16 school foundation aid received by the school district under 17 section 257.16. This specification of the payment of the state 18 cost shall be deemed to meet all of the state funding-related 19 requirements of section 25B.2, subsection 3, and no additional 20 state funding shall be necessary for the full implementation of 21 this division of this Act by and enforcement of this division 22 of this Act against all affected school districts. > 23 2.
