For such municipalities, the process 21 shall provide for a match of three dollars for each dollar 22 contributed by the municipality, in an amount not to exceed 23 five hundred dollars per person in the program receiving the 24 grant. For all other municipalities, the process shall provide 25 for an application period beginning September 1 and ending 26 September 30 of each year, and for up to a dollar-for-dollar 27 funding match in an amount not to exceed > 28 7.
