Section 8A.322, subsection 3, Code 2025, is 4 amended to read as follows: 5 3. a. The director shall establish, publish, and enforce 6 rules regulating and restricting the use by the public of the 7 capitol buildings and grounds and of the state laboratories 8 facility in Ankeny , including for events . The rules when 9 established shall be posted in conspicuous places about the 10 capitol buildings and grounds and the state laboratories 11 facility, as applicable. Any person violating any rule, except 12 a parking regulation, shall be guilty of a simple misdemeanor. 13 b. The rules shall prohibit a person, other than a peace 14 officer, from openly carrying a pistol or revolver in the 15 capitol building and on the grounds surrounding the capitol 16 building including state parking lots and parking garages. 17 However, this subsection paragraph shall not be construed 18 to allow the director to prohibit the lawful carrying, 19 transportation, or possession of any pistol or revolver in the 20 capitol building and on the grounds surrounding the capitol 21 building including state parking lots and parking garages by 22 any person regardless of whether the person has a valid permit 23 to carry weapons. 24 c. The rules shall prohibit a person from holding more 25 than six events per calendar year on the grounds outside the 26 capitol building. The rules shall prohibit the person from 27 holding an event unless the director receives a recommendation 28 for the event by a statewide elected official or by both a 29 member of the Iowa senate and a member of the Iowa house of 30 representatives. A request to hold an outdoor event on the 31 capitol complex grounds must be submitted using an application 32 that the department shall provide on the department’s internet 33 site. director shall not charge a fee to hold an outdoor event on 1 the capitol complex grounds. However, the director may recoup 2 actual costs associated with the event from the applicant. It 3 is the intent of the general assembly that this paragraph shall 4 not be interpreted as an infringement on the rights guaranteed 5 by Article I, section 20, of the Constitution of the State of 6 Iowa. 7 d. For purposes of this subsection, “event” means an 8 occasion, such as a function, meeting, or celebration, that is 9 formally planned and organized for a specific purpose and is 10 registered through the department. 11 Sec. ___. EFFECTIVE DATE. This Act, being deemed of 12 immediate importance, takes effect upon enactment. > 13 2.
