As used in this section: 10 a. “Local produce” means fruits and vegetables grown in this 11 state. 12 b. “Local produce processing” means the preparation of local 13 produce for human consumption. 14 2. The department shall establish and administer the local 15 produce processing grant program for the purpose of awarding 16 grants to Iowa-based entities to increase the availability of 17 local produce processing. In administering the program, the 18 department shall prioritize grants to all of the following: 19 a. Iowa-based entities that will increase any of the 20 following as it relates to local produce processing: 21 (1) Availability. 22 (2) Access. 23 (3) Efficiency. 24 (4) Capacity. 25 b. Iowa-based entities that process local produce from three 26 or more Iowa farms. 27 c. A person participating in the choose Iowa promotional 28 program under section 187.303. 29 d. Iowa-based entities whose local produce is sold or 30 distributed to a grocery store eligible for the grocer 31 reinvestment program under section 15.413. 32 3.
