The state board of regents shall conduct a study on 23 establishing a policy whereby the tuition amount charged 24 to students classified as residents that is charged to an 25 undergraduate student in the student’s first academic year 26 of enrollment will not increase in the student’s subsequent 27 academic years of undergraduate enrollment for three 28 consecutive academic years. 29 2.
