House Amendment to Senate File 2411 S-5230 Amend Senate File 2411, as passed by the Senate, as follows: 1 1. Page 7, after line 7 by inserting: 2 < 4. This section is repealed July 1, 2029. > 3 2. By striking page 7, line 30, through page 10, line 10, 4 and inserting: 5 < Sec. ___. Section 256.228, subsection 1, paragraph g, 6 subparagraph (2), Code 2024, is amended to read as follows: 7 (2) Completes and submits application forms required by the 8 commission, including the free application for federal student 9 aid; applies for all available state and federal financial 10 aid; attends orientation in person or virtually; registers 11 for classes with the assistance of an academic advisor; 12 and participates in academic and career advising sessions 13 required under the eligible program. To receive a renewal of 14 a scholarship awarded under this section , an eligible student 15 must annually submit a new application to the commission for 16 reevaluation of eligibility. 17 Sec. ___. Section 256.228, subsection 1, paragraph g, Code 18 2024, is amended by adding the following new subparagraph: 19 NEW SUBPARAGRAPH . (5) Has a student aid index of less than 20 or equal to twenty thousand dollars at the time of initial 21 application, as determined by the application forms submitted 22 pursuant to subparagraph (2), including the free application 23 for federal student aid. 24 Sec. ___. Section 256.228, subsection 3, paragraph d, Code 25 2024, is amended to read as follows: 26 d. A future ready Iowa skilled workforce last-dollar 27 scholarship shall be awarded on an annual basis, requiring 28 reapplication by an eligible student each year for a two-year 29 period, or prior to the expiration of a two-year period if 30 the student earns the credential or associate degree sought 31 within such period . Scholarship payments shall be allocated 32 equally among the semesters, or the equivalent, and paid upon 33 certification by the eligible institution that the student 34 meets the requirements of subsection 1 , paragraph “g” . 35 -1- SF 2411.4512.H (1) 90 md 1/ 2 #1. #2.
Sec. ___. EMERGENCY RULES. The college student aid 1 commission, in consultation with the department of workforce 2 development, may adopt emergency rules under section 17A.4, 3 subsection 3, and section 17A.5, subsection 2, paragraph “b”, 4 to implement the provisions of this division of this Act and 5 the rules shall be effective immediately upon filing unless 6 a later date is specified in the rules. Any rules adopted 7 in accordance with this section shall also be published as a 8 notice of intended action as provided in section 17A.4. > 9 3.
