Of
the
moneys
appropriated
in
this
subsection,

$1,000,000
shall
be
used

the
department
to
award
grants
to

police
departments
and

sheriff
departments
for

the
following
purposes:

(1)
For
the
purchase
of
equipment
and
training,
the

establishment
or
upgrade
of
information
storage
and
retrieval

procedures
and
facilities,
and
other
expenses
properly
related

to
initiating
or
upgrading
a
program
for
peace
officers
to
wear
13
and
operate
body
cameras
while
on
duty
in
the
community.

(2)
For
recruiting,
training,
and
paying
a
portion
of
the
15
first-year
salary
and
benefits
of
a
community
mental
health
16
advocate
position
within
a
municipal
police
department
or
17
county
sheriff
department.

A
municipal
police
department
or
county
sheriff
19
department
may
make
separate
applications
for
each
of
the
two
20
purposes
specified
in
paragraph
“a”
to
assist
peace
officers
21
in
identifying
individuals
who
may
be
in
need
of
mental
health
22
services
and
to
facilitate
the
connection
of
such
individuals
23
to
mental
health
providers.
Grants
awarded
under
this
24
subsection
are
limited
to
$50,000
per
grant.
The
department
25
shall
allocate
at
least
30
percent
of
available
moneys
for
26
grants
for
each
of
the
two
purposes
specified
in
paragraph
“a”,
27
provided
that
adequate
qualified
applications
are
received
28
in
each
category.
The
department
shall
distribute
moneys
29
as
equitably
as
possible
to
achieve
a
balanced
distribution
30
of
moneys
geographically
within
the
state
and
among
large
31
and
small
communities.
In
the
alternative,
grant
moneys
may
32
be
used
by
a
municipal
police
department
or
county
sheriff
33
department
to
pay
the
first-year
costs
of
contracting
with
an
34
outside
agency
to
perform
similar
functions.

Notwithstanding

8.33,
moneys
appropriated

remain
unencumbered
or
unobligated
at

close
