for

high
cancer
incidence
rate,

reasons

cancer
incidence

appropriated

section,

the
potential
to
benefit
the
current

future

health

Iowans,
inclusion
of
collaborating
experts
from

various
parts
of
the
state
or
country
with
different
areas
of
10
expertise,
the
potential
for
economic
return
on
investment,
the
11
potential
to
benefit
underserved
populations,
and
whether
the
12
project
is
eligible
for
any
private
or
federal
matching
funds.

c.
The
department
of
health
and
human
services
may
utilize

up
to
5
percent
of
the
funds
allocated
in
this
subsection
for

administrative
costs
associated
with
the
Iowa
cancer
control
