NEW SECTION . 80.49 Right to keep and bear arms 3 education and training fund. 4 1. A right to keep and bear arms education and training 5 fund is created in the state treasury under the control of the 6 department. The fund shall consist of moneys transferred to 7 the fund pursuant to section 321.34, subsection 11E, and any 8 other moneys appropriated to or deposited in the fund. Moneys 9 in the fund are appropriated to the department for the purposes 10 set forth in subsection 2. 11 2. The department shall distribute moneys in the fund by 12 awarding grants to persons to provide education and training 13 on the right to keep and bear arms protected under the 14 Constitution of the United States and the Constitution of the 15 State of Iowa. In the awarding of grants, the department shall 16 give first consideration to any official state association 17 of the national rifle association and similar nonprofit 18 organizations. 19 3. Notwithstanding section 8.33, moneys in the fund 20 that remain unencumbered or unobligated at the close of a 21 fiscal year shall not revert but shall remain available for 22 expenditure for the purposes designated. Notwithstanding 23 section 12C.7, subsection 2, interest or earnings on moneys in 24 the fund shall be credited to the fund. > 25 2.
