House File 2617 S-5073 Amend House File 2617, as passed by the House, as follows: 1 1. By striking everything after the enacting clause and 2 inserting: 3 < Section 1. Section 256.11, subsection 4, Code 2024, is 4 amended to read as follows: 5 4. The following shall be taught in grades seven and 6 eight: English-language arts; social studies; mathematics; 7 science; health; age-appropriate and research-based human 8 growth and development that incorporates the standards 9 established under section 279.50, subsection 3, paragraph “b” ; 10 career exploration and development; physical education; music; 11 and visual art. Computer science instruction incorporating 12 the standards established under section 256.7, subsection 13 26 , paragraph “a” , subparagraph (4), shall be offered in 14 at least one grade level commencing with the school year 15 beginning July 1, 2023. Career exploration and development 16 shall be designed so that students are appropriately prepared 17 to create an individual career and academic plan pursuant to 18 section 279.61 , incorporate foundational career and technical 19 education concepts aligned with the six career and technical 20 education service areas as defined in subsection 5 , paragraph 21 “h” , incorporate relevant twenty-first century skills to 22 facilitate career readiness, and introduce students to career 23 opportunities within the local community and across this 24 state. The health curriculum shall include age-appropriate 25 and research-based information regarding the characteristics 26 of sexually transmitted diseases. The state board as part of 27 accreditation standards shall adopt curriculum definitions for 28 implementing the program in grades seven and eight. However, 29 this subsection shall not apply to the teaching of career 30 exploration and development in nonpublic schools. 31 Sec. 2. Section 256.11, subsection 5, paragraph j, 32 subparagraph (1), Code 2024, is amended to read as follows: 33 (1) One unit of health education which may include personal 34 health; food and nutrition; environmental health; safety and 35 -1- HF 2617.3667 (2) 90 jda/jh 1/ 3 #1.
survival skills; consumer health; family life; age-appropriate 1 and research-based human growth and development that 2 incorporates the standards established under section 279.50, 3 subsection 3, paragraph “b” ; substance use disorder and nonuse; 4 emotional and social health; health resources; cardiopulmonary 5 resuscitation; and prevention and control of disease, including 6 age-appropriate and research-based information regarding 7 sexually transmitted diseases. 8 Sec. 3. Section 256E.7, subsection 2, paragraph g, Code 9 2024, is amended to read as follows: 10 g. Be subject to and comply with the requirements of section 11 256.7, subsection 21 , and the educational standards of section 12 256.11 , unless specifically waived by the state board during 13 the application process ; provided, however, that the state 14 board shall not waive the educational standards of section 15 256.11 relating to the human growth and development curriculum 16 for grades seven and eight or the health curriculum for grades 17 nine through twelve . 18 Sec. 4. Section 256F.4, subsection 2, Code 2024, is amended 19 by adding the following new paragraph: 20 NEW PARAGRAPH . p. Be subject to and comply with the 21 requirements of section 256.11 relating to the human growth 22 and development curriculum for grades seven and eight and the 23 health curriculum for grades nine through twelve. 24 Sec. 5. Section 279.50, subsection 3, Code 2024, is amended 25 to read as follows: 26 3. a. Each school board shall provide age-appropriate and 27 research-based instruction in human growth and development 28 including instruction regarding human sexuality, self-esteem, 29 stress management, interpersonal relationships, domestic abuse, 30 and the prevention and control of disease, including sexually 31 transmitted diseases as required in section 256.11 , in grades 32 seven through twelve. 33 b. The age-appropriate and research-based instruction in 34 human growth and development described in paragraph “a” shall 35 -2- HF 2617.3667 (2) 90 jda/jh 2/ 3
include all of the following: 1 (1) Instruction related to human development inside the 2 womb. 3 (2) A high-definition ultrasound video showing the presence 4 of the brain, heart, and other vital organs in early fetal 5 development. 6 (3) A high-quality, computer-generated rendering or 7 animation that depicts the humanity of the unborn child, that 8 shows every stage of human development inside the uterus, 9 starting at conception, and that notes significant markers in 10 cell growth and organ development for every significant marker 11 of pregnancy until birth. > 12 ______________________________ COMMITTEE ON EDUCATION KEN ROZENBOOM, CHAIRPERSON -3- HF 2617.3667 (2) 90 jda/jh 3/ 3
