The rules shall be 5 effective immediately upon filing unless a later date is 6 specified in the rules. Any rules adopted in accordance with 7 this section shall also be published as a notice of intended 8 action as provided in section 17A.4. 9 Sec. ___. EFFECTIVE DATE. This division of this Act, being 10 deemed of immediate importance, takes effect upon enactment. 11 DIVISION ___ 12 CERTIFIED SITE AND HIGH-QUALITY JOBS PROGRAMS —— APPROPRIATION 13 Sec. ___. 2023 Iowa Acts, chapter 110, section 15, 14 subsection 1, paragraph a, subparagraph (1), is amended to read 15 as follows: 16 (1) For the purposes of providing assistance as described in 17 section 15.335B for the high quality jobs program: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 11,700,000 19 (a) From the moneys appropriated in this subparagraph, the 20 economic development authority may use not more than $1,000,000 21 for purposes of providing infrastructure grants to main street 22 communities under the main street Iowa program and may allocate 23 not more than $300,000 for the purposes of supporting statewide 24 worker education and quality preapprenticeship programs. 25 (b) Notwithstanding section 15.335B, subsection 2, from the 26 moneys appropriated in this subparagraph, $300,000 is allocated 27 to the economic development authority for certification 28 costs associated with the authority’s certified site program. 29 Moneys allocated in this subparagraph division must be used to 30 certify sites in counties with a population of less than 50,000 31 according to the 2020 federal decennial census and to certify 32 at least two sites in each congressional district. 33 Sec. ___.
