Page 20, after line 15 by inserting: 3 < DIVISION ___ 4 LEGISLATIVE SALARIES 5 Sec. ___. Section 2.10, subsections 1, 2, and 8, Code 2024, 6 are amended to read as follows: 7 1. Every Subject to the annual adjustments provided in 8 subsection 8, every member of the general assembly except the 9 presiding officer of the senate, the speaker of the house, 10 the majority and minority floor leader of each house, and the 11 president pro tempore of the senate and speaker pro tempore 12 of the house shall receive an annual salary of twenty-five 13 thirty-five thousand dollars for the year 2007 2025 and 14 subsequent years while serving as a member of the general 15 assembly. In addition, each such member shall receive a per 16 diem, as defined in subsection 5 , for expenses of office, 17 except travel, for each day the general assembly is in session 18 commencing with the first day of a legislative session and 19 ending with the day of final adjournment of each legislative 20 session as indicated by the journals of the house and senate, 21 except that if the length of the first regular session of 22 the general assembly exceeds one hundred ten calendar days 23 and the second regular session exceeds one hundred calendar 24 days, the payments shall be made only for one hundred ten 25 calendar days for the first session and one hundred calendar 26 days for the second session. Members from Polk county shall 27 receive an amount per day equal to three-fourths of the per 28 diem of the non-Polk county members. Each member shall receive 29 a three hundred dollar per month allowance for legislative 30 district constituency postage, travel, telephone costs, and 31 other expenses. Travel expenses shall be paid at the rate 32 established by section 8A.363 for actual travel in going to and 33 returning from the seat of government by the nearest traveled 34 route for not more than one time per week during a legislative 35 -1- H 8383.4505 (1) 90 th/ns 1/ 6 #1.
session unless the general assembly otherwise provides. 1 2. The Subject to the annual adjustments provided in 2 subsection 8, the speaker of the house, presiding officer of 3 the senate, and the majority and minority floor leader of each 4 house shall each receive an annual salary of thirty-seven 5 forty-seven thousand five hundred dollars for the year 2007 6 2025 and subsequent years while serving in that capacity. Expense and 12 travel allowances shall be the same for the speaker of the 13 house and the presiding officer of the senate, the president 14 pro tempore of the senate and the speaker pro tempore of the 15 house, and the majority and minority leader of each house as 16 provided for other members of the general assembly. 17 8. Commencing upon the convening of the Seventy-eighth 18 Ninety-first General Assembly in January 1999 2026 , and for 19 each calendar year thereafter, the annual salaries of members 20 and officers of the general assembly, as the annual salaries 21 existed during the preceding calendar year, shall be adjusted 22 by an amount equal to the average of the annual cost-of-living 23 pay adjustments negotiated for the members of the collective 24 bargaining units represented by the state police officers 25 council labor union, the American federation of state, county, 26 and municipal employees, and the Iowa united professionals for 27 the preceding fiscal year beginning July 1, 1997 . For the 28 calendar year 2000, during the month of January, the annual 29 salaries of members and officers of the general assembly shall 30 be adjusted by an amount equal to the average of the annual 31 cost-of-living pay adjustments received by the members of those 32 collective bargaining units for the fiscal year beginning July 33 1, 1998. The annual salaries determined for the members and 34 officers as provided in this section for the calendar year 2000 35 -2- H 8383.4505 (1) 90 th/ns 2/ 6
shall remain in effect for subsequent calendar years until 1 otherwise provided by the general assembly. 2 Sec. ___. APPLICABILITY. The following apply upon the 3 convening of the Ninety-first General Assembly in January 2025: 4 The portion of the section of this division of this Act 5 amending section 2.10, subsections 1 and 2. 6 DIVISION ___ 7 SALARIES OF STATEWIDE ELECTED EXECUTIVE OFFICIALS 8 Sec. ___. Section 7.8, Code 2024, is amended by striking the 9 section and inserting in lieu thereof the following: 10 7.8 Salary —— governor and lieutenant governor. 11 1. Subject to the annual adjustments provided in subsection 12 3, the governor shall receive an annual salary of one hundred 13 forty thousand dollars, and the lieutenant governor shall 14 receive an annual salary of one hundred thirteen thousand two 15 hundred twelve dollars. Payment of expenses and any per diem 16 of the lieutenant governor shall be as fixed by the general 17 assembly. 18 2. The salaries of the governor and lieutenant governor 19 shall be paid from moneys appropriated to the office of the 20 governor and lieutenant governor pursuant to any Act of the 21 general assembly. 22 3. For the fiscal year beginning July 1, 2025, and for each 23 fiscal year thereafter, the annual salaries of the governor and 24 lieutenant governor, as the annual salaries existed during the 25 preceding fiscal year, shall be adjusted by an amount equal 26 to the average of the annual cost-of-living pay adjustments 27 negotiated for the members of the collective bargaining 28 units represented by the state police officers council labor 29 union, the American federation of state, county, and municipal 30 employees, and the Iowa united professionals for the preceding 31 fiscal year. 32 Sec. ___. Section 9.5, Code 2024, is amended by striking the 33 section and inserting in lieu thereof the following: 34 9.5 Salary. 35 -3- H 8383.4505 (1) 90 th/ns 3/ 6
1. Subject to the annual adjustments provided in subsection 1 3, the secretary of state shall receive an annual salary of one 2 hundred thirteen thousand two hundred twelve dollars. 3 2. The salary of the secretary of state shall be paid from 4 moneys appropriated to the office of the secretary of state 5 pursuant to any Act of the general assembly. 6 3. For the fiscal year beginning July 1, 2025, and for 7 each fiscal year thereafter, the annual adjusted salary of the 8 secretary of state shall be adjusted as described in section 9 7.8, subsection 3. 10 Sec. ___. Section 11.30, Code 2024, is amended by striking 11 the section and inserting in lieu thereof the following: 12 11.30 Salary. 13 1. Subject to the annual adjustments provided in subsection 14 3, the auditor of state shall receive an annual salary of one 15 hundred thirteen thousand two hundred twelve dollars. 16 2. The salary of the auditor of state shall be paid from 17 moneys appropriated to the office of the auditor of state 18 pursuant to any Act of the general assembly. 19 3. For the fiscal year beginning July 1, 2025, and for 20 each fiscal year thereafter, the annual adjusted salary of the 21 auditor of state shall be adjusted as described in section 7.8, 22 subsection 3. 23 Sec. ___. Section 12.18, Code 2024, is amended by striking 24 the section and inserting in lieu thereof the following: 25 12.18 Salary. 26 1. Subject to the annual adjustments provided in subsection 27 3, the treasurer of state shall receive an annual salary of one 28 hundred thirteen thousand two hundred twelve dollars. 29 2. The salary of the treasurer of state shall be paid from 30 moneys appropriated to the office of the treasurer of state 31 pursuant to any Act of the general assembly. 32 3. For the fiscal year beginning July 1, 2025, and for 33 each fiscal year thereafter, the annual adjusted salary of the 34 treasurer of state shall be adjusted as described in section 35 -4- H 8383.4505 (1) 90 th/ns 4/ 6
7.8, subsection 3. 1 Sec. ___. Section 13.9, Code 2024, is amended by striking 2 the section and inserting in lieu thereof the following: 3 13.9 Salary. 4 1. Subject to the annual adjustments provided in subsection 5 3, the attorney general shall receive an annual salary of one 6 hundred thirty-three thousand six hundred sixty-nine dollars. 7 2. The salary of the attorney general shall be paid from 8 moneys appropriated to the department of justice pursuant to 9 any Act of the general assembly. 10 3. For the fiscal year beginning July 1, 2025, and for 11 each fiscal year thereafter, the annual adjusted salary of the 12 attorney general shall be adjusted as described in section 7.8, 13 subsection 3. 14 4. The salaries of the chief deputy attorney general and 15 other deputy and assistant attorneys general shall be such as 16 may be fixed by law. 17 Sec. ___. Section 159.19, Code 2024, is amended by striking 18 the section and inserting in lieu thereof the following: 19 159.19 Salary. 20 1. Subject to the annual adjustments provided in subsection 21 3, the secretary of agriculture shall receive an annual salary 22 of one hundred thirteen thousand two hundred twelve dollars. 23 2. The salary of the secretary of agriculture shall be paid 24 from moneys appropriated to the department pursuant to any Act 25 of the general assembly. 26 3. For the fiscal year beginning July 1, 2025, and for 27 each fiscal year thereafter, the annual adjusted salary for 28 the secretary of agriculture shall be adjusted as described in 29 section 7.8, subsection 3. 30 Sec. ___.
