Senate Joint Resolution 2004 H-8389 Amend Senate Joint Resolution 2004, as passed by the Senate, 1 as follows: 2 1. By striking everything after the resolving clause and 3 inserting: 4 < Section 1. The following amendment to the Constitution of 5 the State of Iowa is proposed: 6 Article VII of the Constitution of the State of Iowa is 7 amended by adding the following new section: 8 Sec. 7A. Referendum. The referendum is the power of the 9 electors to approve or reject statutes or parts of statutes, 10 tax levies or statutes calling elections, and statutes relating 11 to any purpose including appropriations for usual, current 12 expenses of the state. 13 1. A referendum measure creating, amending, or repealing 14 any law may be proposed by presenting to the secretary of 15 state, within ninety days, a petition certified to have been 16 signed by electors equal in number to five percent of the votes 17 for all candidates for governor at the last gubernatorial 18 election, asking that the measure or part of the measure be 19 submitted to the electors. 20 2. The secretary of state shall then submit the measure 21 at the next general election held at least thirty-one days 22 after the measure qualifies or at a special statewide election 23 held prior to that general election. The governor may call a 24 special statewide election for the measure. 25 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 26 amendment to the Constitution of the State of Iowa is referred 27 to the general assembly to be chosen at the next general 28 election for members of the general assembly, and shall be 29 published as provided by law for three consecutive months 30 previous to the date of that election. > 31 2.
