adding
the

PARAGRAPH
.
m.
If
a
higher
education
institution
7
providing
practitioner
preparation
offers
a
program
that
is
8
designed
to
assist
students
in
attaining
a
teacher
intern
9
license
from
the
board
of
educational
examiners,
the
program
10
shall
require
participants
to
satisfy
all
of
the
following
11
requirements
before
completing
the
program:
12
(1)
A
participant
in
the
program
must
have
graduated
from
13
an
accredited
or
state-approved
college
or
university
and
must
14
meet
the
requirements
for
an
endorsement
area
approved
by
the
15
board
of
educational
examiners
for
a
teacher
intern
license.
16
(2)
A
participant
in
the
program
must
submit
with
the
17
application
to
the
program
a
copy
of
an
offer
of
employment
18
from
a
school.
19
(3)
A
participant
in
the
program
must
complete
the
required
20
pedagogy
training.
21
(4)
A
participant
in
the
program
must
work
under
the
22
supervision
of
a
teacher
leader
assigned
by
the
school
district
23
or
accredited
nonpublic
school,
including
during
co-teaching
24
and
planning
time.

2.
Section
256.146,
subsection
12,
Code
2024,
is

amended
to
read
as
follows:

12.
Adopt
rules
to
provide
for
nontraditional
preparation
28
options
for
licensing
persons
who
hold
a
bachelor’s
degree

or
higher
from
an
accredited
or
state-approved
college
or
30
university,
who
do
not
meet
other
requirements
for
licensure.

The
rules
shall,
at
a
minimum,
require
the
board
to
do
all
of

the
following:

a.
Issue
a
teacher
intern
license
to
an
applicant
who
has

program

to

3.
Section
256.146,
Code
2024,
is
amended
by
adding
the
10
following
new
subsection:

.
25.
Adopt
rules
pursuant
to
chapter
12
17A
that
allow
an
individual
seeking
a
career
and
technical
13
secondary
authorization
to
apply,
and,
if
eligible,
be
issued
14
the
secondary
authorization
prior
to
accepting
an
offer
of
15
employment
with
a
school.

Sec.
4.
NEW
SECTION
.
256.166
Temporary
initial
license
17
for
applicants
who
complete
an
alternative
teacher
certification
18
program.
19
1.
The
board
shall
grant
a
temporary
initial
teaching
20
license
to
an
applicant
who
meets
all
of
the
following
21
requirements:
22
a.
The
applicant
shall
hold
a
bachelor’s
degree
from
an
23
accredited
college
or
university.
24
b.
The
applicant
shall
have
at
least
sixty
contact
hours
in
25
the
classroom,
of
which
at
least
thirty
hours
shall
be
teaching
26
in
a
classroom
under
a
licensed
teacher.
The
applicant
27
may
complete
any
remaining
contact
hours
by
working
as
a
28
para-educator
or
in
another
relevant
role.
The
principal
of
29
the
school
where
the
applicant
completed
the
contact
hours
30
shall
certify
to
the
board
the
applicant’s
completion
of
the
31
requirements
in
this
paragraph.
32
c.
The
applicant
shall
successfully
complete
an
alternative
33
teacher
certification
program
that
has
been
approved
by
the
34
state
board
of
education
pursuant
to
subsection
2
and
that
35

includes
the
required
content
training
in
the
area
in
which
the
1
applicant
seeks
to
be
licensed.

2.
a.
The
department
shall
recommend
to
the
state
board
3
of
education
that
an
alternative
teacher
certification
program
4
be
approved
or
denied
within
sixty
days
after
the
alternative
5
teacher
certification
program
applies
to
the
department
for
6
approval
and
provides
to
the
department
sufficient
evidence
7
that
the
alternative
teacher
certification
program
meets
all
8
of
the
following
requirements:
9
(1)
The
alternative
teacher
certification
program
must
10
operate
in
at
least
five
states.
11
(2)
The
alternative
teacher
certification
program
must
have
12
been
in
operation
for
at
least
ten
years.
13
(3)
The
alternative
teacher
certification
program
must
14
incorporate
pedagogy
training,
including
an
examination,
that
15
teaches
effective
instructional
delivery,
classroom
management
16
and
organization,
assessment,
instructional
design,
and
17
professional
learning
and
leadership.
18
(4)
The
alternative
teacher
certification
program
must
19
include
the
administration
of
an
assessment
that
is
identical
20
to
the
foundations
of
reading
assessment
administered
in
2012
21
as
part
of
the
Massachusetts
tests,
or
the
most
current
version
22
of
such
assessment,
and
must
adhere
to
the
same
reporting
23
requirements
related
to
the
assessment
that
this
chapter
24
imposes
upon
higher
education
institutions,
if
any.
25
b.
(1)
If
the
state
board
of
education
approves
an
26
alternative
teacher
certification
program,
the
approval
shall
27
be
for
seven
years,
or
less
if
the
state
board
of
education
28
determines
that
a
shorter
term
is
warranted.
29
(2)
If
the
state
board
of
education
approves
an
alternative
30
teacher
certification
program,
the
approved
alternative
teacher
31
certification
program
shall
submit
an
annual
report
to
the
32
department,
on
or
before
March
15
each
year,
that
contains
all
33
of
the
following:

(a)
The
number
of
students
participating
in
the
approved

alternative

of
students
who

the
approved

requested
by
the
department
that
7
will
allow
the
department
to
monitor
and
assess
the
quality
of
8
the
approved
alternative
teacher
certification
program.

c.
(1)
If
the
state
board
of
education
denies
an
10
alternative
teacher
certification
program,
the
state
board
of
11
education
shall
provide
the
alternative
teacher
certification
12
program
with
advice
concerning
the
areas
in
which
the
13
alternative
teacher
certification
program
needs
to
improve,
or
14
changes
the
alternative
teacher
certification
program
otherwise
15
needs
to
make,
in
order
for
the
state
board
of
education
to
16
approve
the
alternative
teacher
certification
program.
17
(2)
The
state
board
of
education
shall
allow
an
alternative
18
teacher
certification
program
that
has
been
denied
approval
to
19
present
factual
information
concerning
the
alternative
teacher
20
certification
program
at
a
regularly
scheduled
meeting
of
the
21
state
board
of
education
within
three
months
after
such
denial.
22
(3)
(a)
An
alternative
teacher
certification
program
that
23
has
been
denied
approval
shall
not
apply
to
the
department
for
24
approval
pursuant
to
paragraph
“a”
within
six
months
after
such
25
denial.
26
(b)
If
an
alternative
teacher
certification
program
does
27
apply
to
the
department
for
approval
after
a
denial,
the
28
alternative
teacher
certification
program
shall
provide
to
29
the
department,
in
addition
to
the
information
described
in
30
paragraph
“a”
,
subparagraphs
(1)
through
(4),
sufficient
31
evidence
that
the
alternative
teacher
certification
program
has
32
taken
actions
to
address
any
areas
that
needed
to
be
improved
33
or
changes
the
alternative
teacher
certification
program
34
otherwise
needed
to
make.

3.
An
individual
who
successfully
completes
an
approved
1
alternative
teacher
certification
program
and
who
is
granted
2
a
temporary
initial
teaching
license
by
the
board
under
3
this
section
is
authorized
to
teach
the
subjects
and
grade
4
levels
that
the
individual
successfully
completed
during
the
5
alternative
teacher
certification
program.

4.
An
individual
who
successfully
completes
an
approved
7
alternative
teacher
certification
program
and
who
is
granted
8
a
temporary
initial
teaching
license
by
the
board
under
this
9
section
shall
not
provide
instruction
to
students
who
are
10
eligible
for
services
under
chapter
256B
until
the
individual
11
successfully
completes
a
practicum
relating
to
providing
12
instruction
to
such
students
that
includes
short-term
field
13
experiences
in
educational
settings
that
are
connected
to
14
specific
coursework.

5.
The
board
shall
treat
an
individual
who
successfully
16
completes
an
approved
alternative
teacher
certification
program
17
and
who
is
granted
a
temporary
initial
teaching
license
by
the
18
board
under
this
section
in
the
same
manner
as
an
individual
19
who
completes
a
traditional
teacher
preparation
program
and
20
who
receives
an
initial
teaching
license,
including
during
the
21
process
of
converting
the
temporary
initial
teaching
license
22
to
a
standard
teaching
license.

Sec.
5.
Section
256.163,
Code
2024,
is
amended
to
read
as
24
follows:
25
256.163
Licensure
beyond
a
temporary
initial
license
or
an
26
initial
license.
27
1.
Requirements
for
teacher
licensure
beyond
a
temporary
28
initial
license
or
an
initial
license
shall
include
successful
29
completion
of
a
beginning
teacher
mentoring
and
induction
30
program
approved
by
the
state
board
of
education
pursuant
to
31
section
284.5
;
or
two
years
of
successful
teaching
experience
32
in
a
school
district
with
an
approved
career
paths,
leadership
33
roles,
and
compensation
framework
or
approved
comparable
system
34
as
provided
in
section
284.15
;
or
evidence
of
not
less
than
