plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the

director
may
issue
area
education
agencies
plates
to
the
owner

of
a
motor
vehicle
subject
to
registration
under
section

321.109,
subsection
1,
autocycle,
motor
truck,
motor
home,
9
multipurpose
vehicle,
motorcycle,
trailer,
or
travel
trailer.

b.
Area
education
agencies
plates
shall
be
designed
by
11
the
department.
The
background
shall
be
red
and
the
plate’s
12
numbers
and
letters
shall
be
white.
The
left
side
of
the
13
plate
shall
depict
an
image
of
a
school
building.
The
phrase
14
“Support
AEAs”
shall
appear
at
the
bottom
of
the
plate.
15
c.
The
special
area
education
agencies
fee
for
letter-number
16
designated
area
education
agencies
plates
is
thirty-five
17
dollars.
An
applicant
may
obtain
personalized
area
education
18
agencies
plates
upon
payment
of
the
fee
for
personalized
19
plates
as
provided
in
subsection
5,
which
is
in
addition
to
20
the
special
area
education
agencies
fee.
Personalized
plates
21
authorized
by
this
subsection
shall
be
limited
to
no
more
22
than
five
numerals,
letters,
or
combinations
of
numerals
and
23
letters.

d.
The
fees
collected
by
the
director
under
this
subsection
25
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
26
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
27
transfer
monthly
from
the
statutory
allocations
fund
created
28
under
section
321.145,
subsection
2,
to
the
general
fund
of
the
29
state
the
amount
of
the
special
fees
collected
in
the
previous
30
month
for
area
education
agencies
plates.
Such
moneys
are
31
appropriated
to
the
department
of
education
to
distribute
in
32
the
form
of
grants
to
support
area
education
agencies
and
the
33
agencies’
initiatives.
Notwithstanding
section
8.33,
moneys
34
appropriated
under
this
subsection
shall
not
revert
to
the
35

general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the

applicant
shall
surrender
the
current
registration
plates
to

the
county
treasurer.
The
county
treasurer
shall
validate

the
special
registration
plates
in
the
same
manner
as
regular
5
registration
plates
are
validated
under
this
section.
The
6
annual
special
area
education
agencies
fee
for
letter-number
7
designated
plates
is
ten
dollars
which
shall
be
paid
in
8
addition
to
the
regular
annual
registration
fee.
The
annual
9
fee
for
personalized
area
education
agencies
plates
is
five
10
dollars
which
shall
be
paid
in
addition
to
the
annual
special
11
area
education
agencies
fee
and
the
regular
annual
registration
12
fee.
The
annual
special
area
education
agencies
fee
shall
be
13
credited
as
provided
under
paragraph
“d”
.

The
department
shall
not
condition
the
issuance
of
area
15
education
agencies
plates
on
the
receipt
of
any
number
of
16
orders
for
area
education
agencies
plates.
