Section 321.34, Code 2024, is amended by adding 3 the following new subsection: 4 NEW SUBSECTION . 11F. IVF awareness plates. 5 a. Upon application and payment of the proper fees, the 6 director may issue IVF awareness plates to the owner of a 7 motor vehicle subject to registration under section 321.109, 8 subsection 1, autocycle, motor truck, motor home, multipurpose 9 vehicle, motorcycle, trailer, or travel trailer. 10 b. IVF awareness plates shall be designed by the department. 11 The background shall be white and the plate’s numbers and 12 letters shall be orange. The left side of the plate shall 13 depict the orange national infertility awareness ribbon. 14 c. The special IVF awareness fee for letter-number 15 designated IVF awareness plates is thirty-five dollars. An 16 applicant may obtain personalized IVF awareness plates upon 17 payment of the fee for personalized plates as provided in 18 subsection 5, which is in addition to the special IVF awareness 19 fee. Personalized plates authorized by this subsection 20 shall be limited to no more than five numerals, letters, or 21 combinations of numerals and letters. 22 d. The fees collected by the director under this subsection 23 shall be paid monthly to the treasurer of state and deposited 24 in the road use tax fund. The treasurer of state shall 25 transfer monthly from the statutory allocations fund created 26 under section 321.145, subsection 2, to the general fund of the 27 state the amount of the special fees collected in the previous 28 month for IVF awareness plates. Such moneys are appropriated 29 to the department of health and human services to distribute 30 in the form of grants to raise awareness about infertility in 31 this state. Notwithstanding section 8.33, moneys appropriated 32 under this subsection shall not revert to the general fund of 33 the state. 34 e. applicant shall surrender the current registration plates to 1 the county treasurer. The county treasurer shall validate 2 the special registration plates in the same manner as regular 3 registration plates are validated under this section. The 4 annual special IVF awareness fee for letter-number designated 5 plates is ten dollars which shall be paid in addition to 6 the regular annual registration fee. The annual fee for 7 personalized IVF awareness plates is five dollars which shall 8 be paid in addition to the annual special IVF awareness fee and 9 the regular annual registration fee. The annual special IVF 10 awareness fee shall be credited as provided under paragraph “d” . 11 f. The department shall not condition the issuance of IVF 12 awareness plates on the receipt of any number of orders for IVF 13 awareness plates. > 14 2.
