SUBSECTION

11F.
Smoking
cessation
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the
6
director
may
issue
smoking
cessation
plates
to
the
owner
of
a
7
motor
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.
10
b.
Smoking
cessation
plates
shall
be
designed
by
the
11
department.
The
background
shall
be
black
and
the
plate’s
12
numbers
and
letters
shall
be
white.
The
left
side
of
the
plate
13
shall
depict
a
smoking
cigarette.
14
c.
The
special
smoking
cessation
fee
for
letter-number
15
designated
smoking
cessation
plates
is
thirty-five
dollars.
16
An
applicant
may
obtain
personalized
smoking
cessation
plates
17
upon
payment
of
the
fee
for
personalized
plates
as
provided
18
in
subsection
5,
which
is
in
addition
to
the
special
smoking
19
cessation
fee.
Personalized
plates
authorized
by
this
20
subsection
shall
be
limited
to
no
more
than
five
numerals,
21
letters,
or
combinations
of
numerals
and
letters.

d.
The
fees
collected
by
the
director
under
this
subsection
23
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
24
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
25
transfer
monthly
from
the
statutory
allocations
fund
created
26
under
section
321.145,
subsection
2,
to
the
general
fund
of
27
the
state
the
amount
of
the
special
fees
collected
in
the
28
previous
month
for
smoking
cessation
plates.
Such
moneys
are
29
appropriated
to
the
department
of
health
and
human
services
to
30
distribute
in
the
form
of
grants
to
smoking
cessation
programs.
31
Notwithstanding
section
8.33,
moneys
appropriated
under
this
32
subsection
shall
not
revert
to
the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
34
applicant
shall
surrender
the
current
registration
plates
to

county
treasurer.
The
county
treasurer
shall
validate
1
the
special
registration
plates
in
the
same
manner
as
regular

registration
plates
are
validated
under
this
section.
The

annual
special
smoking
cessation
fee
for
letter-number

designated
plates
is
ten
dollars
which
shall
be
paid
in
5
addition
to
the
regular
annual
registration
fee.
The
annual
6
fee
for
personalized
smoking
cessation
plates
is
five
dollars
7
which
shall
be
paid
in
addition
to
the
annual
special
IVF
8
awareness
fee
and
the
regular
annual
registration
fee.
The
9
annual
special
smoking
cessation
fee
shall
be
credited
as
10
provided
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
12
smoking
cessation
plates
on
the
receipt
of
any
number
of
orders
13
for
smoking
cessation
plates.
