Section 321.34, Code 2024, is amended by adding 3 the following new subsection: 4 NEW SUBSECTION . 11F. Major league baseball blackout plates. 5 a. Upon application and payment of the proper fees, the 6 director may issue major league baseball blackout plates to the 7 owner of a motor vehicle subject to registration under section 8 321.109, subsection 1, autocycle, motor truck, motor home, 9 multipurpose vehicle, motorcycle, trailer, or travel trailer. 10 b. Major league baseball blackout plates shall be designed 11 by the department. The background shall be black and the 12 plate’s numbers and letters shall be white. 13 c. The special major league baseball blackout fee for 14 letter-number designated major league baseball blackout plates 15 is thirty-five dollars. An applicant may obtain personalized 16 major league baseball blackout plates upon payment of the fee 17 for personalized plates as provided in subsection 5, which is 18 in addition to the special major league baseball blackout fee. 19 d. The fees collected by the director under this subsection 20 shall be paid monthly to the treasurer of state and deposited 21 in the road use tax fund. The treasurer of state shall 22 transfer monthly from the statutory allocations fund created 23 under section 321.145, subsection 2, to the general fund of the 24 state the amount of the special fees collected in the previous 25 month for major league baseball blackout plates. Such moneys 26 are appropriated to the department of health and human services 27 to distribute in the form of grants to support baseball leagues 28 other than major league baseball. In the awarding of grants, 29 the department of health and human services shall give first 30 consideration to little league teams in this state, the miracle 31 league, and other similar organizations. Notwithstanding 32 section 8.33, moneys appropriated under this subsection shall 33 not revert to the general fund of the state. 34 e. applicant shall surrender the current registration plates to 1 the county treasurer. The county treasurer shall validate 2 the special registration plates in the same manner as regular 3 registration plates are validated under this section. The 4 annual special major league baseball blackout fee for 5 letter-number designated plates is ten dollars which shall be 6 paid in addition to the regular annual registration fee. The 7 annual fee for personalized major league baseball blackout 8 plates is five dollars which shall be paid in addition to the 9 annual special major league baseball blackout fee and the 10 regular annual registration fee. The annual special major 11 league baseball blackout fee shall be credited as provided 12 under paragraph “d” . 13 f. The department shall not condition the issuance of major 14 league baseball blackout plates on the receipt of any number of 15 orders for major league baseball blackout plates. > 16 2.
