Section 321.34, Code 2024, is amended by adding 3 the following new subsection: 4 NEW SUBSECTION . 11F. Organized labor plates. 5 a. Upon application and payment of the proper fees, the 6 director may issue organized labor plates to the owner of a 7 motor vehicle subject to registration under section 321.109, 8 subsection 1, autocycle, motor truck, motor home, multipurpose 9 vehicle, motorcycle, trailer, or travel trailer. 10 b. Organized labor plates shall be designed by the 11 department. The background shall be orange and the plate's 12 numbers and letters shall be white. The phrase “Unions Do It 13 Better” shall appear at the bottom of the plate. 14 c. The special organized labor fee for letter-number 15 designated organized labor plates is thirty-five dollars. An 16 applicant may obtain personalized organized labor plates upon 17 payment of the fee for personalized plates as provided in 18 subsection 5, which is in addition to the special organized 19 labor fee. 20 d. The fees collected by the director under this subsection 21 shall be paid monthly to the treasurer of state and deposited 22 in the road use tax fund. The treasurer of state shall 23 transfer monthly from the statutory allocations fund created 24 under section 321.145, subsection 2, to the general fund of the 25 state the amount of the special fees collected in the previous 26 month for organized labor plates. Such moneys are appropriated 27 to the department of workforce development to distribute in 28 the form of grants to the local union community charities 29 organization, and other similar organizations. Notwithstanding 30 section 8.33, moneys appropriated under this subsection shall 31 not revert to the general fund of the state. 32 e. Upon receipt of the special registration plates, the 33 applicant shall surrender the current registration plates to 34 the county treasurer. the special registration plates in the same manner as regular 1 registration plates are validated under this section. The 2 annual special organized labor fee for letter-number designated 3 plates is ten dollars which shall be paid in addition to 4 the regular annual registration fee. The annual fee for 5 personalized organized labor plates is five dollars which 6 shall be paid in addition to the annual special organized 7 labor fee and the regular annual registration fee. The annual 8 special organized labor fee shall be credited as provided under 9 paragraph “d” . 10 f. The department shall not condition the issuance of 11 organized labor plates on the receipt of any number of orders 12 for organized labor plates. > 13 2.
