species
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the

director
may
issue
endangered
species
plates
to
the
owner
of
a

motor
vehicle
subject
to
registration
under
section
321.109,

subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.

b.
Endangered
species
plates
shall
be
designed
by
the
11
department.
The
background
shall
be
green
and
the
plate’s
12
numbers
and
letters
shall
be
white.
The
left
side
of
the
plate
13
shall
depict
an
image
of
a
turtle.
The
phrase
“Don’t
Tread
On
14
Me”
shall
appear
at
the
bottom
of
the
plate.
15
c.
The
special
endangered
species
fee
for
letter-number
16
designated
endangered
species
plates
is
thirty-five
dollars.

An
applicant
may
obtain
personalized
endangered
species
plates
18
upon
payment
of
the
fee
for
personalized
plates
as
provided
in
19
subsection
5,
which
is
in
addition
to
the
special
endangered
20
species
fee.

d.
The
fees
collected
by
the
director
under
this
subsection
22
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
23
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
24
transfer
monthly
from
the
statutory
allocations
fund
created
25
under
section
321.145,
subsection
2,
to
the
general
fund
of
26
the
state
the
amount
of
the
special
fees
collected
in
the
27
previous
month
for
endangered
species
plates.
Such
moneys
28
are
appropriated
to
the
department
of
natural
resources
to
29
distribute
in
the
form
of
grants
to
organizations
supporting
30
ending
the
degradation
of
the
planet’s
natural
environment
31
and
building
a
future
in
which
humans
live
in
harmony
with
32
nature.
In
the
awarding
of
grants,
the
department
of
natural
33
resources
shall
give
first
consideration
to
any
official
state
34
association
of
the
world
wildlife
foundation
and
similar
35

nonprofit
organizations.
Notwithstanding
section
8.33,
moneys
1
appropriated
under
this
subsection
shall
not
revert
to
the

general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the

applicant
shall
surrender
the
current
registration
plates
to
5
the
county
treasurer.
The
county
treasurer
shall
validate
6
the
special
registration
plates
in
the
same
manner
as
regular
7
registration
plates
are
validated
under
this
section.
The
8
annual
special
endangered
species
fee
for
letter-number
9
designated
plates
is
ten
dollars
which
shall
be
paid
in
10
addition
to
the
regular
annual
registration
fee.
The
annual
11
fee
for
personalized
endangered
species
plates
is
five
12
dollars
which
shall
be
paid
in
addition
to
the
annual
special
13
endangered
species
fee
and
the
regular
annual
registration
fee.

The
annual
special
endangered
species
fee
shall
be
credited
as
15
provided
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
17
endangered
species
plates
on
the
receipt
of
any
number
of
18
orders
for
endangered
species
plates.
