SUBSECTION
.
11F.
Renewable
energy
plates.

a.
Upon
application
and
payment
of
the
proper
fees,
the
6
director
may
issue
renewable
energy
plates
to
the
owner
of
a
7
motor
vehicle
subject
to
registration
under
section
321.109,
8
subsection
1,
autocycle,
motor
truck,
motor
home,
multipurpose
9
vehicle,
motorcycle,
trailer,
or
travel
trailer.
10
b.
Renewable
energy
plates
shall
be
designed
by
the
11
department.
The
background
shall
be
white
and
the
plate’s
12
numbers
and
letters
shall
be
yellow.
The
center
of
the
plate
13
shall
depict
an
image
of
a
gray
wind
turbine.
14
c.
The
special
renewable
energy
fee
for
letter-number
15
designated
renewable
energy
plates
is
thirty-five
dollars.
16
An
applicant
may
obtain
personalized
renewable
energy
plates
17
upon
payment
of
the
fee
for
personalized
plates
as
provided
in
18
subsection
5,
which
is
in
addition
to
the
special
renewable
19
energy
fee.
Personalized
plates
authorized
by
this
subsection
20
shall
be
limited
to
no
more
than
five
numerals,
letters,
or
21
combinations
of
numerals
and
letters.

d.
The
fees
collected
by
the
director
under
this
subsection
23
shall
be
paid
monthly
to
the
treasurer
of
state
and
deposited
24
in
the
road
use
tax
fund.
The
treasurer
of
state
shall
25
transfer
monthly
from
the
statutory
allocations
fund
created
26
under
section
321.145,
subsection
2,
to
the
general
fund
of
27
the
state
the
amount
of
the
special
fees
collected
in
the
28
previous
month
for
renewable
energy
plates.
Such
moneys
are
29
appropriated
to
the
Iowa
utilities
board
to
award
renewable
30
energy
tax
credits
under
chapter
476C.
Notwithstanding
section
31
8.33,
moneys
appropriated
under
this
subsection
shall
not
32
revert
to
the
general
fund
of
the
state.

e.
Upon
receipt
of
the
special
registration
plates,
the
34
applicant
shall
surrender
the
current
registration
plates
to

county
treasurer.
The
county
treasurer
shall
validate

the
special
registration
plates
in
the
same
manner
as
regular

registration
plates
are
validated
under
this
section.
The

annual
special
renewable
energy
fee
for
letter-number

designated
plates
is
ten
dollars
which
shall
be
paid
in
5
addition
to
the
regular
annual
registration
fee.
The
annual
6
fee
for
personalized
renewable
energy
plates
is
five
dollars
7
which
shall
be
paid
in
addition
to
the
annual
special
renewable
8
energy
fee
and
the
regular
annual
registration
fee.
The
annual
9
special
renewable
energy
fee
shall
be
credited
as
provided
10
under
paragraph
“d”
.

f.
The
department
shall
not
condition
the
issuance
of
12
renewable
energy
plates
on
the
receipt
of
any
number
of
orders
13
for
renewable
energy
plates.
