Section 321.34, Code 2024, is amended by adding 3 the following new subsection: 4 NEW SUBSECTION . 11F. Alpha kappa alpha plates. 5 a. Upon application and payment of the proper fees, the 6 director may issue alpha kappa alpha plates to the owner of a 7 motor vehicle subject to registration under section 321.109, 8 subsection 1, autocycle, motor truck, motor home, multipurpose 9 vehicle, motorcycle, trailer, or travel trailer. 10 b. Alpha kappa alpha plates shall be designed by the 11 department. The background shall be pink and the plate’s 12 numbers and letters shall be green. The left side of the plate 13 shall depict the crest used by and associated with the alpha 14 kappa alpha sorority. 15 c. The special alpha kappa alpha fee for letter-number 16 designated alpha kappa alpha plates is thirty-five dollars. 17 An applicant may obtain personalized alpha kappa alpha plates 18 upon payment of the fee for personalized plates as provided in 19 subsection 5, which is in addition to the special alpha kappa 20 alpha fee. Personalized plates authorized by this subsection 21 shall be limited to no more than five numerals, letters, or 22 combinations of numerals and letters. 23 d. The fees collected by the director under this subsection 24 shall be paid monthly to the treasurer of state and deposited 25 in the road use tax fund. The treasurer of state shall 26 transfer monthly from the statutory allocations fund created 27 under section 321.145, subsection 2, to the general fund of 28 the state the amount of the special fees collected in the 29 previous month for alpha kappa alpha plates. Such moneys are 30 appropriated to the department of health and human services to 31 distribute in the form of grants to neighborhood organizations. 32 In the awarding of grants, the department of health and 33 human services shall give first consideration to the oakridge 34 neighborhood, and other similar organizations. section 8.33, moneys appropriated under this subsection shall 1 not revert to the general fund of the state. 2 e. Upon receipt of the special registration plates, the 3 applicant shall surrender the current registration plates to 4 the county treasurer. The county treasurer shall validate 5 the special registration plates in the same manner as regular 6 registration plates are validated under this section. The 7 annual special alpha kappa alpha fee for letter-number 8 designated plates is ten dollars which shall be paid in 9 addition to the regular annual registration fee. The annual 10 fee for personalized alpha kappa alpha plates is five dollars 11 which shall be paid in addition to the annual special alpha 12 kappa alpha fee and the regular annual registration fee. The 13 annual special alpha kappa alpha fee shall be credited as 14 provided under paragraph “d” . 15 f. The department shall not condition the issuance of alpha 16 kappa alpha plates on the receipt of any number of orders for 17 alpha kappa alpha plates. > 18 2.
